Environmental Services Department for an experienced and motivated individual
Manager of Water Services
(FILE 15-2158-SM)

Responsible for the oversight, coordination, business planning and execution of the City’s provision of Water Services to the City’s residents and businesses. Directly managing the activities of the Water Division of Environmental Services which encompasses water infrastructure planning, operations, technical services, studies and projects, and capital planning; including the implementation of service procedures and establishing project priorities. Responsible for the administration of operational contracts, equipment tenders, maintenance programming of water, budget preparation, preparing reports and recommendations. Participates on various municipal committees, liaises with other levels of government, ensures maintenance of established service levels. Responds to and/or addresses inquiries from the public, Council, contractors and City staff.
- Successful completion of a University Degree in Civil Engineering from an accredited university and registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario and possesses a minimum of 7 years proven, progressive and more responsible related work experience with at least 5 years of supervisory experience of both union and non-union staff (inclusive of EIT experience), preferably in a municipal environment.
OR
- Successful completion of a three (3) year Community College Diploma in Civil Engineering Technology and full membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (CET) or a Bachelor’s Degree in Environmental Science or related program and possesses a minimum of 9 years proven, progressive and more responsible related work experience with at least 5 years of supervisory experience of both union and non-union staff, preferably in a municipal environment.
- Preferred candidates will hold valid Water Distribution Level 2 or higher license, as issued by the Ontario Ministry of Environment and Climate Change.
- Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement capabilities.
- Thorough working knowledge of contemporary maintenance management methods and municipal water distribution maintenance and operational processes.
- Knowledge of collective agreement administration and labour relations principles and practices, and “Competent” under Occupational Health and Safety Act.
- Demonstrated results/achievement and focus in, human resources management, leadership, financial management, business planning, decision making and judgement.
- Proven abilities in customer service, teamwork, initiative/ self-management, accountability, and flexibility/adaptability.
- Strong report writing and project management skills, with the ability to achieve program objectives successfully while working towards tight deadlines.
- Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment.
- Excellent interpersonal skills coupled with highly developed communication skills (oral and written), with the ability to effectively communicate with staff, all levels of the organization and the public including highly effective negotiation, facilitation and conflict resolution skills.
- Proficient computer skills, including good working knowledge and application of word processing, database, spreadsheet and e-mail software applications as well as electronic purchasing systems.
- Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.
- Flexible and available to work irregular hours including weekends as required.
