MANAGER, SPECIAL PROJECTS

(FILE 15-2139-LC)

Responsible for:

Responsible for oversight and direction of  special studies and projects within the Public Works Commission; assisting the Commissioner and Directors in coordinating and overseeing cross-departmental project teams; identifying policy gaps and assessing operational and customer service improvement opportunities in the Commission’s business areas; developing and maintaining project schedules and coordinating the work of internal staff and external consultants. Manages and undertakes specialized studies and retains external consultants to perform research and provide recommendations on policy, program, and organizational issues. Formulates reports, implementation strategies, and initiatives, and presents study results for buy-ins and approvals and maintains confidentiality of same.

Requirements
  • Successful completion of a University Degree in Engineering, Business Administration, Public Administration or suitable equivalent.
  • Working familiarity with the Project Management Professional (PMP) body of knowledge.  PMP certification is considered an asset.
  • Possesses a minimum of five (5) years’ of progressive and higher level responsibility related experience with at least three (3) years’ of direct project management experience.
  • Strong knowledge of financial management, technology management, and internal controls.
  • Demonstrated success in project delivery and execution of project management methods. Including highly effective negotiation, facilitation, and conflict resolution skills.
  • Exceptional interpersonal, organizational, analytical skills, tact and diplomacy.
  • Excellent oral and written communication skills with the ability to build consensus and effectively convey and present technical and non-technical information to varied audiences.
  • Highly proficient in computer literacy utilizing MS Office software applications and Project Management software.
  • Demonstrated ability to work independently and collaboratively within a team.
  • Ability to deal courteously and effectively with the Public, Staff, Members of Council, Consultants and the Development Industry.
  • Knowledge of and demonstrated ability in the City’s core competencies.
  • Valid Ontario ‘G’ Class Driver’s License in good standing and a reliable vehicle to utilize on corporate business.
  • Flexible to work outside regular business hours, as required.
