- Formal academic training in Civil Engineering Technology, as well as OACETT Certification as a Certified Engineering Technologist (C.E.T.), accompanied by provincial government training and certification in related construction/inspection/installation courses with progressive experience to a senior level in a municipal environment.
- Currently a member of OACETT or Association of Professional Engineers of Ontario or eligible for membership.
- Proven track record of meeting deadlines, project budget control and accelerating time tables and scheduling to meet critical timelines.
- Demonstrated experience in personnel management.
- Demonstrated experience in municipal infrastructure inclusive of development and construction engineering management and municipal utilities.
- Demonstrated experience in the review of engineering design submissions.
- Excellent analytical, problem solving, research, report writing, contract administration, organizational, leadership, interpersonal, public relations, negotiation, collaboration, and supervisory skills.
- Thorough working knowledge of municipal infrastructure construction, applicable legislation, regulations and engineering standards; comprehensive knowledge of the Occupational Health & Safety Act and Regulations; working knowledge of local government functions and responsibilities, provincial government and associated agencies as they relate to municipal engineering responsibilities and labour/employee relations principles, practices and applicable legislation.
- Ability to prepare, administer, and control costing and capital budgets.
- Proficiency with computers and networks, knowledge of related technology and hard-software packages inclusive but not limited to: CAD, computerized project management software, Microsoft Word, Excel, email, and the intranet.
- Practical experience in review of engineering and utilities (water, wastewater, street lights, storm management) design submissions and regulations, public service needs, government and consulting studies and submissions.
- Experience with tendering process and contract development.
- Ability to deal courteously and effectively with the general public, staff, other levels of government, contractors, consultants and elected officials.
- Class G driver’s licence in good standing and a reliable vehicle to use on corporate business.
- Flexibility/availability to work overtime and/or respond to “after hours” emergencies as may be required.
