The City of St. Thomas is proud to announce the appointment of Lisa Higgs as the new City Manager. With over a decade of leadership experience in municipal government and a strong track record of fostering community engagement and operational excellence, Lisa brings a wealth of expertise to her new role.
Lisa has served as the Chief Administrative Officer (CAO)/Clerk for the Township of Southwold since 2017, where she successfully led strategic initiatives, strengthened partnerships with stakeholders, and oversaw municipal operations aligned with council priorities. Her career also includes roles as Municipal Clerk for the Township of South-West Oxford and leadership positions with the Town of Tillsonburg and the Township of Malahide.

Holding an Honours Bachelor of Social Sciences and a Master of Arts in Political Science from the University of Ottawa, Lisa combines academic excellence with practical, results-driven leadership. She is also a dedicated community leader, volunteering with organizations such as Crime Stoppers, Central Community Health Centre, and the St. Thomas Elgin General Hospital.
"Lisa's dynamic leadership and proven ability to inspire teams make her an ideal fit for our city," said Mayor Joe Preston. "We are confident that her vision and dedication to public service will help propel St. Thomas toward continued success, innovation, and a brighter future."
Lisa expressed her enthusiasm about joining the City of St. Thomas team stating "I am deeply honoured to serve this vibrant and growing community. It is an exciting time to join the city, and together with council, staff, and residents, I look forward to building on St. Thomas's strong foundation to achieve our shared goals."
Lisa's leadership philosophy emphasizes collaboration, innovation, and a commitment to delivering exceptional public service. Her tenure as City Manager begins February 10, 2025.
