About the Role
As a senior member of the Development Engineering team, you will apply your technical expertise, professional judgment and leadership skills to manage and provide professional engineering oversight in the review of complex land development applications. You will ensure that municipal infrastructure, public works, services and amenities required to support development are clearly defined, designed and constructed in accordance with District bylaws, policies, engineering standards and best practices.
Key Responsibilities
- Lead the engineering review and oversight of land development applications, ensuring municipal infrastructure is designed and constructed in accordance with District bylaws, policies, engineering standards, best practices, and long-term strategic plans.
- Mentor Development Engineering staff on project direction and decision-making to promote consistent application of standards and sound engineering judgment.
- Support development projects through planning, design, construction and warranty, resolving issues proactively, maintaining effective communication, and ensuring compliance with contractual and regulatory requirements.
- Lead interdisciplinary reviews of off-site works and servicing designs for complex development applications; review consultant-prepared engineering drawings, stormwater management plans and technical studies; and provide technical input to ensure alignment with District requirements and planning objectives.
- Represent the District and liaise with internal departments, developers, consultants, and external agencies to coordinate activities and support successful project delivery.
- Develop practical engineering solutions and recommendations based on engineering principles, applicable standards and best practices, while identifying opportunities to improve processes and procedures.
- Provide direction on civil designs and utility servicing requirements, including water, sanitary sewer and drainage infrastructure, to ensure alignment with municipal standards and objectives.
- Prepare reports, presentations and responses to inquiries from Council, committees and the public to support informed decision-making.
- Provide strategic input into corporate initiatives, policies, standards and procedures related to development engineering in support of District priorities.
- Attend public information and engagement meetings, as required, to provide technical information and respond to questions.
Ideal Candidate
You are a skilled engineer with strong technical expertise and sound professional judgment. You work effectively with a wide range of stakeholders, build consensus, reconcile differing perspectives, and navigate competing interests, trade-offs and political considerations.
You also bring:
- Strong understanding of civil engineering principles and municipal servicing standards, including municipal operations, stormwater management, and the design and construction of water, sanitary sewer and drainage infrastructure.
- Thorough knowledge of development processes, including rezonings, subdivisions, development permits and building permits.
- Excellent written and verbal communication skills, including report writing and presentations.
- Strong organizational and time-management skills, with the ability to manage competing deadlines and resolve issues proactively.
- A service-oriented, analytical approach that balances the needs of developers, consultants and the public while maintaining District priorities.
- Demonstrated leadership skills, with the ability to mentor and support others to achieve positive outcomes.
Qualifications
You have a degree in civil engineering and are registered as a Professional Engineer (P.Eng.) in British Columbia. You have a minimum of seven years of progressively responsible experience in municipal engineering, including experience in the public sector and/or consulting, and hold a valid Class 5 B.C. driver's licence.
Candidates with less experience may be considered for the Project Engineer position and compensated in accordance with the applicable salary range.

Salary: The pay range for this exempt position is $137,295.97 to $152,654.57 per annum (2026 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
