Position Summary

Reporting to the Manager of Engineering Services, the Project Technologist will assist in managing the County's engineering and construction program and will be responsible for the oversight of the delivery of assigned infrastructure projects; including the County roadway infrastructure, bridge structures, Jasper/Hinton Airport, the County drainage system, water treatment and distribution systems, wastewater collection and treatment systems, and solid waste management.

Position Responsibilities

Project Delivery:

  • Coordinate, implement and supervise the delivery of various road, bridge, erosion, drainage, water, wastewater and other projects as assigned.
  • Direct supervision of hired equipment and small contractors to ensure efficient project delivery.
  • Project cost estimating and control including checking invoices and preparing payment documents.
  • Coordinate any required utility adjustments for planned construction projects.
  • Train staff, plan activities, assign work and monitor performance of a labour crew.
  • Ensure all assigned work is carried out in a safe manner as required by Council policy or legislation. Stop non-compliant work and report infractions to Manager of Engineering Services.
  • Liaise with other government departments and landowners for approvals required for project delivery.
  • Investigate and respond to complaints and requests by stakeholders and the traveling public.
  • Prepare, review, implement and monitor appropriate Traffic Accommodation Strategies for assigned projects.

Engineering and Operational Support:

  • Collect roadway surface and appurtenance data necessary for the County’s asset management program.
  • Prepare detailed estimates of job costs.
  • Review and approve Terms of Reference (TOR), Request for Proposal documents (RFP), Traffic Accommodation Strategy (TAS), Environmental Construction Operations plan (ECO), construction specifications and tender documents for all contracted infrastructure related projects.
  • Ensuring that engineering services provided by consultants are in accordance with County’s guidelines, standards, and policies, as well as current industry standards and best practices.
  • Review and investigate Planning Department requests.
  • Assist with the preparation and delivery of contracts for gravelling, line-painting, brushing, grass-mowing, crack sealing or other contracts related to maintenance operations.
  • Complete all other related duties as assigned by the Manager of Engineering Services.

Managerial:

  • Aid in the planning of department activities and monitor the progress to ensure projects are completed on time and on budget.
  • Prepare and submit all infrastructure grant applications.
  • Review and approve all terms of reference, specifications, design drawings and tender documents for all internal and contracted infrastructure related projects.
  • Manage the review of engineering drawings and inspections as part of the development agreement process.
  • Ensure the accurate reporting of construction deficiencies and manage the process for issuance of Construction Completion Certificates and Final Acceptance Certificates.
  • The position is responsible for the management of all consultants or contractors assigned to them.
  • The position is responsible for the job site health and safety of those workers under his/her supervision as per the Occupational Health and Safety Act and Workers’ Compensation Act.
  • Monitors operational work units’ performance in compliance with accepted standards and prepares recommendations and reports for productivity and performance standard improvements.
  • Liaise with internal and external staff, government and outside agencies, contractors, consultants, and the public on road construction projects and provide technical information in response to inquiries.
  • Manage the construction of County capital projects related to roads, bridges, water, wastewater and stormwater.

Financial and/or Material Resources:

  • The Project Technologist will monitor approved expenditures for the projects that are assigned to them and will ensure that materials purchased for use by Yellowhead County are purchased within the policy and approved budget of Yellowhead County.
Requirements

Qualification, Knowledge, Skill & Ability Requirements

Education/Experience

  • Post secondary education in a related field (civil engineering).
  • Civil Engineering Technology (CET) designation or Engineer in Training (EIT).
  • Valid Class 5 driver’s licence with completion of Defensive Driving.
  • Strong knowledge of Microsoft Office.
  • Knowledge of AutoCAD will be considered an asset.
  • Strong organizational and interpersonal skills.
  • Excellent verbal and written communication skills.
  • Three (3) years of experience in a rural municipal setting.
  • Three (3) years of experience in the implementation and monitoring of capital construction projects.
  • Police Record Check with satisfactory results.

Working Environment

  • Work is conducted in both an open office and outdoor environment.
  • Required travel throughout Yellowhead County in various weather and road conditions.
  • Potential exposure to various weather and temperature conditions.
  • Work may be conducted alone.
  • Pressure of handling multiple demands at any given time can be moderate/high.
Salary & Benefits
