The City of Fernie is inviting applications for the position of Business Analyst I, full-time, temporary 2 Year Contract Term.

Position Overview

Reporting to the Business Systems Manager, the Business Analyst I is responsible for supporting the planning, coordination, and implementation of business transformation initiatives that improve service delivery, organizational effectiveness, and decision-making across the organization.

The Business Analyst I supports the delivery of Council-approved and corporate priority initiatives that improve service delivery, business processes, organizational effectiveness, information management, and decision-making across the organization.

Working collaboratively with departments, the Business Analyst I helps identify business needs, define requirements, evaluate opportunities for improvement, and support the implementation of systems, processes, and technology-enabled solutions. The position applies business analysis, project coordination, change management, and data-informed decision-making practices to support the successful delivery of priority initiatives aligned with the City's strategic objectives.

The position exercises independent judgment in the analysis of business issues, development of recommendations, and coordination of projects and initiatives. The Business Analyst I is not responsible for operational oversight of business systems, vendor management, or staff supervision.

Duties and Responsibilities

Business Analysis and Process Improvement

  • Work collaboratively with departments to understand business needs, operational challenges, and opportunities for improvement associated with approved organizational priorities and initiatives.
  • Conduct business analysis activities including stakeholder engagement, requirements gathering, process mapping, workflow analysis, and development of business recommendations.
  • Evaluate current business processes and support the design of future-state processes, procedures, and service delivery approaches.
  • Facilitate workshops, meetings, and discussions to support requirements definition, business process improvement, organizational alignment, and decision-making.
  • Assist in the development of business cases, project charters, implementation plans, and other documentation required to evaluate, advance, and implement approved initiatives.
  • Support departments in identifying opportunities to improve information management, data quality, business processes, and organizational effectiveness.

Project Delivery and Change Management

  • Coordinate the planning and implementation of approved business transformation, process improvement, and technology-enabled initiatives.
  • Develop and maintain project plans, schedules, risk registers, issue logs, and project documentation to support successful project delivery.
  • Coordinate project activities with departments, vendors, consultants, and other stakeholders to support implementation objectives.
  • Support procurement, implementation, testing, configuration, training, and transition activities associated with new systems and business improvement initiatives.
  • Monitor project progress and prepare status updates, reports, and recommendations for project sponsors and leadership.
  • Support organizational change management activities including stakeholder engagement, communication planning, training coordination, adoption support, and transition planning.
  • Support the implementation of approved roadmaps, workplans, and organizational priorities by coordinating project activities, tracking progress, and identifying risks, issues, and dependencies requiring management attention.

Data, Reporting and Decision Support

  • Support the development and maintenance of business intelligence tools, dashboards, performance measures, and reporting frameworks.
  • Collaborate with departments and technical specialists to identify information, reporting, analytics, and data requirements and support the development of reporting solutions that enable operational and strategic decision-making.
  • Analyze, interpret, and present information from a variety of systems and data sources to support organizational planning and business improvement initiatives.
  • Support data integration, data quality improvement, and information management initiatives across corporate systems.
  • Prepare reports, presentations, briefing materials, and other communication products for staff, leadership, Council, and stakeholders as required.

General Duties

  • Assist in the development, review, and evaluation of related policies, standards, bylaws, procedures, and business practices.
  • Maintain effective working relationships with internal and external stakeholders.
  • All employees shall work in accordance with the City of Fernie's Safety Management System.
  • Other duties as required.
Requirements

Minimum Qualifications

Education and Experience

  • Bachelor's degree or technical diploma in Business Administration, Information Systems, Public Administration, Computer Science, Engineering, Geography, Planning, Data Analytics, or a related field.
  • Minimum two (2) years of experience supporting business improvement, business analysis, project coordination, process improvement, technology implementation, data analysis, or related functions, preferably in a public sector or municipal environment.
  • An equivalent combination of education, training, certifications, and experience may be considered.
  • Experience working with cross-functional teams, stakeholders, and business improvement initiatives is considered an asset.
  • Experience supporting technology implementation, organizational change, process improvement, business analysis, project delivery, or data-driven decision-making initiatives is considered an asset.
  • Professional certifications or training related to business analysis, project management, change management, process improvement, data analytics, or organizational transformation are considered assets.

Knowledge, Skills & Abilities

  • Knowledge of business analysis principles and techniques, including requirements gathering, stakeholder engagement, process mapping, workflow analysis, and business process improvement.
  • Knowledge of project coordination, project delivery, and organizational change management practices.
  • Strong analytical, problem-solving, and critical-thinking skills with the ability to evaluate information, identify opportunities for improvement, and develop practical recommendations.
  • Ability to understand, document, and communicate business requirements and translate them into actionable implementation plans.
  • Ability to coordinate multiple projects and priorities while supporting the successful delivery of approved initiatives.
  • Strong facilitation, communication, and relationship-building skills, with the ability to engage stakeholders, support collaborative decision-making, and maintain effective working relationships across departments.
  • Ability to analyze, interpret, and communicate information from multiple systems, data sources, and stakeholders to support operational and strategic decision-making.
  • Ability to exercise sound judgment, initiative, discretion, and professionalism when working with sensitive, confidential, or politically sensitive information.
  • Proficiency with Microsoft 365 applications and collaboration tools, including Word, Excel, PowerPoint, Teams, SharePoint, and related business productivity platforms.
  • Understanding of municipal government, public sector service delivery, or complex organizational environments is considered an asset.

Competencies for Success

While not required, the following qualifications would be considered strong assets:

  • Certified Business Analysis Professional (CBAP) or Entry Certificate in Business Analysis (ECBA)
  • Project Management Professional (PMP) certification
  • Prosci Change Management Certification or similar change management training
  • Lean, Six Sigma, or other continuous improvement certification
  • Experience with data visualization tools such as Power BI
  • Demonstrated experience with Microsoft Modern Workplace tools, including Teams, SharePoint, and Power Automate, in an administrative or implementation capacity
  • Experience supporting or leading Microsoft 365 solution implementations

Employment for this role is a Temporary 2-Year Term, Full-Time (35 hours/week) position. This is a unionized position and will be part of CUPE Local 2093. The current rate of pay is $46.42 per hour.

This position is unbenefited and receives percentage pay in lieu of vacation and statutory holiday benefits in accordance with the CUPE Local 2093 Collective Agreement. Employees in this position are eligible for five (5) paid sick days annually following 90 calendar days of employment. This position is not eligible for the Earned Day Off (EDO) program.
