Halifax Regional Municipality is inviting applications for the permanent position of Superintendent, Mobiles in the Transit Operations division of Halifax Transit in the Halifax Regional Municipality.

Under the general direction of the Manager, Transit Operations, the Superintendent, Mobiles is responsible to lead and direct an extensive group of front-line resources providing 24/7/365 service to achieve specific business goals and performance targets in alignment with Halifax Transit’s strategic plan. The Superintendent will provide direct leadership to the Mobile Service Supervisors as it relates to Mobile Services and Support. This position will also provide oversight and support to security services including remote resources. This position will play a key role in the implementation of the Safety program including the Transit By-Law, the purpose of which is to promote the safety, well-being, and comfort of passengers and employees of Halifax Transit.

As a critical member of Halifax Transit’s extended management team, this position will oversee and direct the day-to-day safe and efficient delivery of service. The Superintendent, Mobiles is part of the team that represents Halifax Transit in the Emergency Management Operations and Special Events requirements.

DUTIES AND RESPONSIBILITIES:

  • Lead the day-to-day safe and efficient delivery of overall conventional transit service through mobile and security transit services.
  • Leads the safe and efficient delivery of mobile and security transit services in a fast paced, 24/7/365 operational environment which includes providing support to over 700 operators, over 400 municipal assets across 72 routes across HRM.
  • Ensures high quality, customer focused transit service delivery by using innovative practices to maximize the effective utilization, technological, and equipment resources available in the division.
  • Support the development of highly qualified and competent staff and improvement management practices; exercise a high degree of effective delegation of authority and effective decision.
  • Responds to and provides leadership in emergency situations/critical incidents in a 24/7/365 environment.
  • Coordinates the response of Halifax Transit in the case of Emergency Operations Centre requirements, emergency operational incidents, and Special Events in a 24/6/365 environment.
  • Assists and supports, in collaboration with the Business Analyst, the analysis of collected data and makes recommendations on operational service improvements.
  • Lead the implementation of service delivery improvements.
  • Oversees and participates in the recruitment and selection process within their respective division in consultation with HR. Identifies staffing requirements and makes hiring decisions.
  • Manages employee performance, including establishing performance objectives, overseeing daily performance, providing coaching and mentoring, and approving time off requests. Assesses employee conduct and determines corrective action, as appropriate, in consultation with HR/LR. Makes recommendations for discipline and/or termination, as appropriate.
  •  Recognizes employee achievements and makes recommendations for awards (e.g., service awards, safety awards and service excellence). Provides necessary supports and identifies training and professional development opportunities for employees.
  • Maintains relationships that support information sharing in a multi-location transit environment to ensure collaboration between internal and external key stakeholders.
  • Manages the assignment of service vehicles and ensures all vehicles are properly maintained.
  • Collaborates with Transit staff and other HRM services for the planning, development, and construction (and removal when required) of bus stops, shelters, and landing pads.
  • Collaborates with HRM facilities, Municipal Operations, and planning development on the repair and maintenance on shelters, terminals, and other facilities, organizes and monitors snow and ice removal in support of transit service delivery. 
  • Oversees the input of operator incident reports.
  • Manages the audit process of operator and security incident reports.

WORK STATUS: Permanent, full-time.

HOURS OF WORK: Monday to Friday, 7:30am - 3:30pm; 35 Hours Per Week. Additional hours or schedule adjustments may be required due to operational requirements.

WORK LOCATION: Burnside Transit Centre, 200 Ilsley Avenue, Dartmouth, NS and Ragged Lake Transit Centre, 80 Grassy Lake Drive, Halifax, NS.

Requirements

QUALIFICATIONS:
Education and Experience:

  • Completion of a related University/College level program in an area such as criminology, police sciences, or business administration. 
  • A minimum of three years of progressive leadership experience in a complex, unionized, public transit operational environment is required. Consideration may be given to those with comparable experience.
  • Experience in public transit operations management is considered an asset.
  • Class 2 driver’s license an asset, or willingness to obtain.
  • Minimum of Incident Command Systems (ICS) 300 or willingness to obtain.
  • A demonstrated track record of exercising good judgment, being committed to quality customer service and safe work practices, and developing effective, respectful work relationships.

Technical / Job Specific Knowledge and Abilities:

  • Proficient in the use of common office software, such as word processing, spreadsheets, and presentations.
  • Thorough knowledge of schedules, routings, fare structure, and operational policies and procedures are assets; training will be provided.
  • Working knowledge of scheduling software or network management systems is an asset; training will be provided.
  • Able to implement and communicate standard operating procedures and policies for transit operations.
  • Demonstrated ability to work both independently as well as in a team environment.
  • Excellent written and verbal communication skills.
  • Good negotiation, facilitation, team-building, and consensus-building skills.
  • Must demonstrate a high degree of confidentiality.
  • Able to maintain a calm leadership approach in crisis situations.
  • Must be able to obtain and maintain Special Constable status.
  • Must be able to provide a clear Driver’s Abstract.

Salary & Benefits

SALARY: NU 07, $83,729 - $108,353. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
