Reporting to the Municipal Planner, this position is responsible for administering and improving the Town’s geospatial information system (GIS) and geospatial asset information environment. This position will maintain authoritative municipal data and integrate GIS with financial, utility, planning, and asset management systems. This position will also develop maps and applications, automates data workflows, and provides technical and customer support.
WORK RESPONSIBILITIES
- Administer ArcGIS Pro, ArcGIS Online and/or ArcGIS Enterprise, hosted services, web maps, applications, user groups and permissions
- Create, edit and maintain authoritative municipal GIS and asset datasets such as parcels, planning, utilities, transportation, facilities, parks, and emergency information
- Develop and maintain secure internal and external web maps
- Integrate GIS with asset management, financial, utility, and operational software systems using REST APIs and other data-exchange methods
- Automate workflows using Python, SQL or similar tools
- Establish and maintain data standards, quality control, and technical documentation
- Administer civic addressing and coordinate required notifications and updates to internal and external stakeholders
- Provide mapping, spatial analysis, and technical advice
- Maintain accurate asset records in GIS and asset management systems
- Support asset management initiatives and Tangible Capital Asset (TCA) reporting
- Operate large scale plotter and print large scale maps or graphics for internal departments
- Provide regular customer service to residents, property owners, consultants, and external agencies
- Coordinate with vendors, consultants and government agencies
- Deliver GIS and system training to employees
- May be assigned a role within the Emergency Coordination Centre (ECC) for Disaster Services
- Undertake other related duties as assigned
QUALIFICATIONS
- Post-Secondary diploma or degree in GIS, geomatics, engineering technology, or a related field
- Minimum 2 years of work experience in a municipal work environment
- Equivalent experience and education may be considered
- Working knowledge of ArcGIS Pro, ArcGIS Online and/or ArcGIS Enterprise, web maps, hosted feature services and web applications
- Working knowledge of REST APIs, Python, ArcPy, and automated data processing workflows
- Working knowledge of asset management principles, practices, and software systems
- Experience with asset management systems
- Experience with AutoCAD, FME, and Power BI are preferred
- Working knowledge of municipal GIS, data governance, privacy, quality control, and records documentation
- Experience with Microsoft Office Suite
- Valid First Aid and CPR Certificate
- Satisfactory background screening is required for this position including a Criminal Record Check
- A Class 5 Driver’s License and a satisfactory Driver’s Abstract
