Halifax Regional Municipality (HRM) is inviting applications for three (3) permanent Transit Infrastructure Technologist positions in the Planning and Customer Engagement division of Halifax Transit.

Under the general direction of the Supervisor, Transit Infrastructure, the Transit Infrastructure Technologist is responsible for all transit on-street infrastructure including bus stops, shelters, various terminal elements, landing pads and related items and assists in the planning and development of transit route design.
 
DUTIES & RESPONSIBILITIES:

  • Responsible for determining required on-street transit infrastructure for bus service. This includes ensuring compliance with the current industry, engineering and accessibility standards for transit facilities.
  • Coordinate with internal key partners on various traffic control requests such as traffic signals, regulatory signage and pavement markings to provide safe, reliable and accessible transit service.
  • Reviews development and construction proposals, providing input and direction regarding transit design requirements and temporary bus stop locations and construction detouring requirements to maintain safe and accessible transit services.
  • Coordinate with Contract Supervisor for the purchase and installation or repair of accessible landing pads, signposts and bases, retaining walls, sidewalk and/or shelters pads at bus stops. Including site meetings, defining scope of work, specifications, priority, timelines, evaluation of quotes for accuracy and conformity to HRM requirements, responsible for submitting requisitions and invoice review of the work required.
  • Provide input and review for contracts, tenders, standing offers, maintenance agreements and specifications and requisition and ordering of passenger amenities. 
  • Based on planned and existing routes, visit potential sites to determine bus stop locations, using established engineering and accessibility criteria. This includes determining the information to be displayed on each bus stop sign, liaising with relevant key partners and HRM business units to obtain required approvals.  
  • Analyze data required for bus shelter criteria used to determine shelter locations, as well as providing input to other HRM Departments through the use of passenger load counting programs, ridership surveys, etc.
  • Responsible for ensuring bus stops in the transit network are accurately input into, commissioned and decommissioned from scheduling software.  
  • Responsible for ensuring transit infrastructure including bus stops, accessible landing pads, shelters, and benches are input accurately into GIS mapping software. Ensure accurate list of infrastructure is provided to relevant key partners.  
  • Maintains various datasets, records and historical data on transit infrastructure inventories.
  • Attend relevant meetings and site visits to represent the interest of Halifax Transit in regard to construction projects.
  • Participate in the review of materials as it relates to quarterly service changes including route maps, map posters, schedule books, schedule posters, and Halifax Transit website, etc.
  • Participate in the planning and development of transit services, facilities and specialized services and service development for transit services.
  • Apply municipal design guidelines to formulate the scope and design requirements for transit infrastructure for implementation of the Capital Budget Program and/or integration with Design Capital Works Projects.
  • Promote a safe work environment and good labour and employee relations. Respond to relevant Joint Occupational Health & Safety Committee concerns.
  • Participate in Halifax Transit Committees, and other committees as required.

WORK STATUS: Permanent, full-time.

HOURS OF WORK: Monday-Friday, 8:00am-4:00pm, 35 hours per week. Additional hours may be required depending on operational needs.

WORK LOCATION: Burnside Transit Centre, 200 Ilsley Ave, Dartmouth, NS B3B 1V1.

Requirements

QUALIFICATIONS:
Education and Experience:

  • Diploma in GIS, Cartographic, Planning Technicians Diploma (2 year) or Civil Engineering Technology Diploma (2 years); or a university degree in planning, engineering or a related field. 
  • Three (3) years’ experience in municipal engineering, transportation planning, or construction project management. Other related experience may be considered on a case-by-case basis.
  • C.P.T.E.D. training considered an asset.
  • Demonstrated proficiency in various computer applications such as AutoCAD, ArcGIS, Adobe Creative Suite, Microsoft Office.  And an ability to learn new software programs.  
  • Familiarity with scheduling software or other database software will be considered an asset.

Technical / Job Specific Knowledge and Abilities:

  • Sound knowledge of current public transit issues, technologies and scheduling / planning initiatives considered an asset.  
  • The ability to accurately read and interpret engineering drawings and conduct field surveys.   
  • Knowledge of transit scheduling software considered an asset.
  • Knowledge of Halifax Regional Municipality procurement/tendering processes considered an asset.
  • Excellent geographic knowledge of Halifax Regional Municipality. 
  • Demonstrated project planning and management skills.
  • Must have a valid driver’s licence and provide an annual drivers abstract.

Salary & Benefits

SALARY: $37.22 per hour as per the NSGEU 222 Collective Agreement.
