Halifax Regional Municipality is inviting applications for the temporary (up to 1 year), full-time position of Coordinator, in the Executive Director's office, Halifax Transit.

Under the general direction of the Executive Director, Halifax Transit, the Coordinator, is responsible for strategically and operationally supporting successful service delivery by Halifax Transit. This is accomplished through collaborative working relationships with the Halifax Transit Management Team, internal and external contacts.
Utilizing effective leadership and management skills, the coordinator is responsible for fostering and maintaining productive relationships with industry clients, internal and external departments and Regional Council to integrate all initiatives and corporate strategies, including: budgeting and business planning, communications, crisis/issues management, project management, planning functions and report preparation for Halifax Transit.
This position supervises the Financial Assistant and the Administrative Support – Receptionist.
DUTIES AND RESPONSIBILITIES:
- Lead the process to develop the business plan of Halifax Transit in support of the long-term goals and outcomes of HRM;
- Through proactive problem solving, identify and prevent issues from unnecessarily escalating to the Executive Director and take the lead on managing and resolving the issues which do escalate;
- Create successful outcomes for internal and external customers in a professional and positive manner;
- Proactively identify opportunities for communications to staff and stakeholders on behalf of Halifax Transit and the Executive Director and prepare and distribute these communications;
- Facilitate fluid, open and timely organizational communication;
- Coordinate Halifax Transit’s responses to requests for information from HRM divisions and departments;
- Support divisional managers in all aspects of Halifax Transit and HRM;
- Coordinate incoming and outgoing information and communication on behalf of Halifax Transit;
- Prepare briefing materials, presentations and reports for the Executive Director, as required;
- Collaborate with divisional managers to influence positive and consistent organizational behaviours;
- Promote a positive public image by coordinating support to community organizations and economic development stakeholders;
- Coordinate development of the annual Halifax Transit Operating budget, including revenue, compensation, operating expenses, fiscal and inter-departmental costs;
- Assist in the development and monitoring of the Halifax Transit capital budget including coordination of capital budget projections;
- Review the budgeting process complete with recommendations for improvements related to the financial reporting of Halifax Transit;
- Manage financial forecasting and reporting, including SAP transactions, adjusting entries and analysis;
- Communicate updated budget/forecast information and support the Management team with unscheduled budgetary requests;
- Advise cost centre managers regarding operational spending;
- Collaborate with the HRM Access & Privacy office to coordinate Halifax Transit’s response to requests for information;
- Coordinate the planning and execution of transit events, both internal and external;
- Assist the Executive Director in the development of a common vision; provision of clear directions and priorities;
- Lead multi-divisional collaboration to identify creative new ideas, methods and best practices to resolve organizational challenges;
- Support teams to identify risks in a timely manner and develop appropriate risk mitigation strategies and address performance issues;
- Supervision of support staff by coordinating, assigning and monitoring workload, conduct and review staff performance and development plans and discipline, as required;
- Collaborate with Halifax Transit managers to prepare required business cases;
- Procure and manage contracted services;
- Liaise with internal and external contacts to facilitate building management Services;
- Work in partnership with HRM Finance staff to understand and monitor the finances of Halifax Transit and provide financial advice to the Executive Director;
- Make presentations and represent Halifax Transit to internal/external stakeholders;
- Promote a safe work environment and good employee relations.
May perform other related duties as assigned.
WORK STATUS: Temporary, full-time.
HOURS OF WORK: Monday to Friday, 8:00 am to 4:00 pm, 35 hours per week. Additional hours may be required to meet project requirements, including the attendance of evening or weekend public meetings.
WORK LOCATION: TD Building, 1791 Barrington Street - 12th Floor. Work location can be changed according to operational requirements.

QUALIFICATIONS:
Education and Experience:
- Undergraduate degree in public or business administration or a related field or a suitable combination of education and work experience;
- Minimum 3 years of experience managing a complex operating budget;
- Minimum 5 years related experience organizing, supervising and managing administrative projects/functions, with a focus on results;
- Demonstrated proficiency in various computer applications (i.e. SAP, Microsoft Suite and an ability to learn new software programs;
- Experience in the preparation of capital and operating budgets and budget control;
- Good negotiation, facilitation, and consensus building skills;
- Demonstrated high degree of confidentiality;
- Thorough knowledge of municipal government and services provided;
- Possess independent judgment with the ability to make sound decisions in a deadline driven work environment;
- Experience working in a unionized environment;
- Experience in situational troubleshooting and proactive problem solving;
- Demonstrated strong political acuity;
- Able to multi-task and prioritize in a fast-paced work environment with many diverse stakeholders;

Technical/Job Specific Knowledge and Abilities:

SALARY: Non-Union Level NU 08, $90,466 to $117,079. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
