Key Areas of Leadership:

  • Strategic Financial Direction: Drive the development and delivery of long-term financial plans, operating and capital budgets aligned with Council priorities and community goals.
  • Organizational Leadership: Collaborate with the CAO and Senior Leadership Team to guide corporate strategy, governance, and key decision-making.
  • Financial Stewardship & Accountability: Ensure the integrity, transparency, and sustainability of the Town’s financial operations, reporting, and reserves.
  • Policy, Compliance & Risk Management: Establish and uphold financial policies, controls, and practices in compliance with legislative and accounting standards (MGA, PSAB).
  • Corporate Services & Technology: Lead Corporate Services functions, including IT strategy, procurement, and systems that support effective and efficient municipal service delivery.

POSITION SUMMARY:

The Chief Financial Officer (CFO) is responsible for directing the administration, control, and reporting of all financial and fiscal matters for the Town of Drumheller including the Corporate Services department areas of finance, assessment and taxation, Town Hall reception services, and the Information Technology (IT) contracted services. This senior leadership role supports transparent, accountable, and sustainable financial management, and ensures that financial and investment policies are enforced, effective, and compliant with applicable provincial and federal legislation.

KEY ACCOUNTABILITIES:

Leadership

  • Collaborates as a member of the Senior Leadership Team to develop strategic plans, multi-year financial plans and forecasts to ensure Administration alignment with overall municipal objectives.
  • Advises CAO on all financial and investment matters and decision-making processes.
  • Prepares comprehensive financial and service reports featuring well-supported recommendations for review by the CAO and Council.
  • Monitors and reports on the financial health of asset-related reserves, providing data-driven insights to the departments, Council and the public.
  • Establishes and maintains financial policies, bylaws, internal controls, and procedures to ensure compliance with the Municipal Government Act (MGA) and Public Sector Accounting Board (PSAB) accounting and reporting standards.
  • Aligns the Corporate Services department day-to-day operations and long-range planning priorities with the Five-Year Capital and Three-Year Operating Budgets and other approved strategic documents.
  • Manages the contracted IT Service Provider and annual IT budget, ensuring the delivery of IT services to all staff and providing strategic direction on the Town's IT programs, systems, and service area decisions.

Financial Planning and Budgeting

  • Prepares and implements the municipal operating and capital budgets, developing long-term financial plans, and ensuring alignment with Council's service delivery objectives.
  • Oversees the preparation of annual audit, financial statements, and mandatory reports, ensuring accurate and timely reporting to the CAO and Council.
  • Recommends user fee updates and program cost-recovery targets aligned to market comparators, equity, and accessibility goals; integrate lifecycle planning to sustain service levels.
  • Prepares confidential financial models, including labour cost scenarios and service level options, to support municipal decision-making.
  • Oversees revenue collection, expenditure control, cash flow management, and investments to maintain financial stability.
  • Oversees financial systems and data analytics to enhance municipal decision-making and improve financial performance.
  • Oversees all compliance and reports for external grants and subsidies from other levels of government.
  • Develops and implements long-term funding strategies that support Council approved capital asset replacement and management plan.
  • Oversees the Town's procurement and purchasing processes, by working with individual departments to ensure expenditures align with approved budgets, municipal policy, and applicable legislation.

People & Culture

  • Delegates tasks to department staff while retaining accountability for financial management and ensuring proper oversight of departmental functions.
  • Mentors, and supports department staff teams in alignment with established Collective Agreements and Town's Human Resources policies.
  • Responds to inquires about the Town's finances from the public, internal departments, other levels of government, taxpayers, auditors, businesses, and elected officials while adhering to privacy legislation.
  • Active adherence to the Town of Drumheller's health and safety and emergency management policies, procedures, and relevant legislation.
  • Completes special projects and other duties, as assigned.

 

Requirements

EDUCATION AND EXPERIENCE:

  • Possesses post-secondary education in accounting, finance, economics or a related field.
  • Holds a Certified Professional Accounting Designation (CPA or equivalent).
  • Preference will be given to those with public service certification such as NACLM Level I or II or a recognized public administration program.
  • Possesses a minimum of seven (7) to ten (10) years' experience in municipal management and financial accounting/reporting.
  • An equivalent combination of work experience and education will be considered.

ADDITIONAL REQUIREMENTS:

  • Possesses familiarity with municipal and provincial legislation and municipal governance practices, including Council procedures, the Access to Information Act (ATIA), and the Protection of Privacy Act (POPA).
  • Proficient with the Municipal Government Act (MGA), Public Sector Accounting Board (PSAB) accounting and reporting standards, and other provincial statutes and legislation.
  • Demonstrates strong written and verbal communication skills and the ability to handle conflict or difficult situations with professionalism and sound judgement.
  • Demonstrates strong leadership and people-management skills, including the ability to coach staff, address performance concerns, and support a respectful workplace.
  • Advanced proficiency with financial management and computer systems including Software Accounting programs and Microsoft 365 applications.
  • Effective problem solver with the ability to recommend solutions and to convey those solutions in confidence.
  • Strict sense of integrity and commitment to the Town of Drumheller's confidentiality policy and all applicable privacy laws.
  • Able to work evenings or weekends to support facility operations, Council or public events.
  • Holds a valid Class 5 driver's license and a satisfactory criminal record check.
Salary & Benefits

Position Details:

  • Employment Category: Permanent Full Time
  • Hours of Work: 37.5 Hours per Week (Monday to Friday)
  • Compensation: $130,116.73 - $164,812.32 per annum.
