The Opportunity:
The City of Red Deer is currently recruiting for a Waste Management Facility Supervisor to fill a permanent full-time position. The Waste Management Facility Supervisor is responsible for the supervision and operation of the Waste Management Facility. This management position is responsible for ensuring compliance with environmental regulations and maintaining safety standards. This role includes coordinating landfill operations, diversion activities, hydrovac waste processing, contract administration and supervising staff to ensure efficient and effective service delivery.

- Lead and Supervise Staff - Hire, train, evaluate, and discipline employees while fostering a motivated, safe, and high-performing team.
- Oversee Contractor Performance - Manage operational contracts, ensure compliance with regulations and agreements, and address performance issues proactively.
- Manage Daily Facility Operations - Ensure the Waste Management Facility operates in full compliance with Alberta regulations, approvals, and industry standards.
- Develop and Implement Operational Procedures - Establish, review, and improve operating methods, procedures, and workflows for efficiency and compliance.
- Analyze Operational Data and Performance - Monitor tonnage, site usage, and contractor reports to guide decision-making and optimize performance.
- Coordinate Maintenance Activities - Plan and oversee preventative and emergency maintenance, ensuring coordination across staff, contractors, and departments.
- Lead Health, Safety, and Compliance Programs - Develop, implement, and enforce safety systems, training, hazard controls, and OH&S requirements.
- Manage Budgets and Control Costs - Oversee expenditures, approve purchases, support budget development, and identify cost efficiencies and revenue opportunities.
- Deliver Special Projects and Improvements - Lead technical projects, pilot programs, contract development, and waste diversion initiatives to enhance operations.
- Provide Stakeholder Communication and Customer Service - Address public inquiries, coordinate educational initiatives, and communicate effectively with internal teams, external agencies, and media.
As our preferred candidate, you will have:
- Diploma or degree in Environmental Technology, Waste Management, or Business/Operations.
- Ability to be registered with the applicable professional association (e.g. ASET) is preferred.
- Landfill Operator Certification under the Waste Control Regulation or the ability to attain certification within a prescribed period would be considered an asset.
- Minimum 4 years in waste management or municipal operations, environmental services or related industrial setting, with at least 2 years in a demonstrated leadership capacity.
Equivalent combination of education and experience may be considered. - In addition to the 9 Core Competencies (i.e., Ethical Conduct & Values, Service Focus, Problem Solving/Thinking, Planning & Organizing, Leadership, Development, Communication & Interaction, Adaptability & Change Management, Understanding the Municipal Political Environment) – the following are specific to this position:
- Extensive waste management industry knowledge.
- Extensive knowledge of waste disposal and diversion methods and practices, including recycling and composting.
- Supervisory experience in a fast-paced environment with changing priorities.
$46.23 to $57.77 per hour ($90,495 to $113,085 per annum)
