About the Role

Reporting to the vice president engineering & construction, the technical services manager provides leadership and technical oversight to Aquatera’s engineering services. This role is responsible for managing engineering studies, maintaining design standards, supporting capital planning and ensuring technical excellence across water, wastewater and distribution infrastructure projects. The position combines people leadership, technical mentorship and strategic planning to support both operational and long-term organizational goals.

Key Responsibilities

  • Champion Aquatera’s safety policies and organizational values in all work and decisions
  • Provide leadership to the technical services team, including coaching, mentoring, and performance management
  • Deliver technical mentorship to engineers-in-training and junior engineers across the organization
  • Lead pre-feasibility, feasibility, and preliminary engineering studies for capital planning and project development
  • Review engineering drawings, specifications, studies, and technical deliverables
  • Maintain and improve engineering standards, standard drawings, and technical specifications
  • Provide engineering advice and technical problem-solving support for Operations and project teams
  • Ensure compliance with applicable codes, standards, and regulatory approvals
  • Evaluate engineering options and recommend practical, defensible solutions based on risk, lifecycle value, and compliance
  • Coordinate with external stakeholders including regulators, consultants, municipalities, and the public
  • Support regulatory compliance in partnership with environmental and regulatory teams
  • Lead or support system master planning and capital planning initiatives (short and long term)
  • Prepare and present technical reports, project updates, and capital plans to senior leadership and board-level audiences
  • Exercise professional accountability for engineering work, including review and professional sealing where appropriate
Requirements

Qualifications and Required Skills

  • Bachelor’s degree in engineering field, master’s degree is considered an asset 
  • Registered Professional Engineer (P.Eng.) with APEGA, or eligible for registration in Alberta
  • Minimum 10 years of engineering experience, municipal water/wastewater or industrial experience strongly preferred
  • Five or more years of progressive leadership experience managing and mentoring technical teams
  • Strong ability to interpret and produce engineering deliverables such as drawings, reports and specifications
  • Experience with risk assessment 
  • Strong understanding of regulatory requirements and engineering standards
  • Excellent engineering judgment and decision-making skills
  • Strong communication and presentation skills, including experience with senior and board-level audiences
  • High ethical standards, professionalism, and commitment to continuous improvement

  • Valid Class 5 driver’s license and satisfactory driver’s abstract
  • Proof of active APEGA membership (for P.Eng. applicants)
