The City of Calgary is seeking a pragmatic Manager, Web & Digital Projects to lead a team of professionals in the delivery of high-value digital services and citizen-centric website management including but not limited to The City's website, intranet, content management system, user experience and digital project delivery. Reporting to the Chief Communications Officer (CCO) & Director Marketing/Communications, this senior leadership role is responsible for setting the long-term vision, priorities, and performance expectations for the City's Web and Digital Project team. Success in this role requires a deep understanding of the relationship between digital innovation including leveraging AI, corporate strategy, and emerging industry trends, ensuring that all online operations remain compliant, inclusive, and modern.
As the Manager, Web & Digital Projects, you will provide strategic leadership and direction to management, employees, and partners in applying digital governance, accessibility standards, and complex project management to improve digital information and service delivery. A key focus of this role is ensuring the digital projects and web strategy is aligned with the corporation's business strategy to help us achieve "faster and better" service for our organization and to Calgarians. Primary duties include:
- In collaboration with the CCO, set the long-term vision, priorities, and performance expectations for the City's web presence, ensuring all platforms, service models, and major initiatives align with corporate strategy, accessibility standards, and evolving industry best practices.
- Lead and develop a high-performing team, fostering a healthy, inclusive, and client-focused workplace culture through effective workforce planning, coaching, and mentorship.
- Lead the strategic development and delivery of digital information services, overseeing the evolution of myCity and Calgary.ca while applying digital governance, accessibility requirements, and complex project management frameworks to ensure consistent, compliant, and high-value service delivery.
- Serve as a senior advisor to Executives, Directors, and General Managers, providing strategic guidance on digital operations, project metrics, and cross-departmental alignment to support "faster and better" service outcomes.
- Approve functional strategies, create and monitor performance metrics/Key Performance Indicators, ensuring digital operations meet legislative requirements, corporate policies, and quality standards while proactively identifying and mitigating strategic risks.
- Foster strategic partnerships across the organization including alignment and opportunity development with 311 and Information Technology.
- Represent the business unit on data and tech committees along with governance groups.
- Oversee financial planning and resource allocation for the Web & Digital Project Division, including approval of operating budgets, investment decisions, and evaluation of Return on Investment (ROI).
- Champion modernization by evaluating service effectiveness, advancing new technologies and processes, and sponsoring transformation initiatives that enhance efficiency, customer experience and organizational value.
Qualifications
- A degree in business, communications, marketing, digital media or a related discipline, with at least 10 or more years of relevant experience; with progressive experience leading large groups of professional/technical staff in a complex and politically influenced environment, preferably in a public sector and unionized environment.
- A Masters of Marketing, Masters of Business Administration (MBA) and familiarity with or achievement of WCAG 2.1AA is considered an asset.
- Equivalent combinations of experience and education may be considered.
- Advanced understanding of content management systems and online user experience including but not limited to Adobe Analytics, Adobe Experience Manager and Search Engine Optimization (SEO).
- Superior analytical skills to forecast and identify trends and challenges including proficiency in budgets, metrics and data.
