Description
The Community Partnership Coordinator is a key role within the Parks, Recreation & Culture Department in fostering strong connections between the Town, its residents, community groups, and regional partners to support community wellbeing through recreation, culture, and active living opportunities. This role leads initiatives that encourage collaboration, support volunteerism, manage sponsorships and grants, and improve access to Town programs, facilities, parks, and cultural services.

Working closely with internal teams and external stakeholders, the Coordinator ensures community priorities are integrated into the Town’s recreation, culture, and parks programs, partnerships, and service delivery. Using a community development and recreation-focused approach, this position leads engagement activities, provides consulting support to stakeholders and community organizations, and helps secure resources that contribute to a vibrant, inclusive, and connected community.

Key Duties and Responsibilities:

Community Engagement & Stakeholder Relations

  • Act as the primary liaison with community organizations, clubs, and recreation, sport, and cultural groups.
  • Serves as the primary liaison between the Town and its boards and committees (including the Library, Museum, Lions Club, Recreation Advisory Committee, and Youth Advisory Committee), supporting collaborative planning and effective communication within a recreation and culture service context.
  • Build and strengthen relationships with local sport, recreation, cultural, and volunteer-based organizations.
  • Lead initiatives that promote inclusive, ongoing engagement with residents and community stakeholders in recreation, sport, and culture programming.
  • Assist the department in building and maintaining strong relationships with local user and community groups by conducting regular check-ins (quarterly or biannual) with sports organizations, schools, recreation clubs, and cultural groups; creating structured engagement processes such as annual meetings, roundtables, and needs assessment surveys; and mapping group needs, barriers, and opportunities to align Town support and planning for recreation and facility use.
  • Identify opportunities to amplify groups that contribute to community wellness, capturing feedback not only from leaders but also from participants, parents, and spectators; develop and manage Service Agreements with community groups, including Minor Ball and the Pickleball Club and other recreation and sport user groups.
  • Conduct community group satisfaction surveys and track KPIs for facility bookings and program usage to identify areas for improvement and enhance overall service delivery.

Facility Use & Bookings Collaboration

  • Collaborates with the staff responsible for managing Town facility and park bookings to support community programs, rentals, and events within recreation and park spaces. 
  • Provides assistance to community groups regarding long-term facility access, recurring bookings, and partnership-based facility use as needed. 
  • Identify opportunities to improve community access and optimize utilization of Town recreation facilities, parks, and cultural spaces, ensuring equitable and transparent booking processes.

Partnership & Volunteer Management

  • Builds and maintains collaborative partnerships with community-based organizations and members of the community to support the co-delivery of recreation, sport, and cultural programs, events, and services.
  • Facilitates, negotiates, and supports the implementation of formal agreements—such as Joint Use Agreements, Co-Service Agreements, and Service Agreements—in alignment with Town policies and service standards for recreation and community use facilities and programs.
  • Help lead the execution of volunteer strategies, including recruitment, onboarding, recognition, and retention efforts for recreation and event support roles.
  • Supports volunteer involvement across both Town-led and community-led programs and events, fostering a culture of civic engagement and shared responsibility within recreation and culture programming.

Grant Writing and Sponsorship Management

  • Lead the administration of key funding programs and policies, including:
    • Sask Lotteries Grant Program
    • Community Special Event and Program Grant 
  • Assist in grant writing efforts to secure funding for recreation, sport, culture, parks, and community programming initiatives.
  • Develop enhance, and manage sponsorship programs that support the delivery and sustainability of recreation facilities, events, and programs. Current key sponsorship programs include the Rink Board Sponsorship and Summer Sizzle Sponsorship.
  • Collaborate with entire PRC department to align grant and sponsorship opportunities with Town priorities and recreation service delivery timelines.

Strategic Program Support

  • Works with the Program & Event Coordinator to provide high-level support in planning, evaluating, and aligning programs with broader community priorities and the Town’s strategic Parks, Recreation & Culture goals.
  • Identifies opportunities to collaborate with community partners to enhance programming reach, relevance, and impact in recreation, sport, and culture.
  • Supports the coordination of community-led events and special projects by providing strategic guidance, facilitation, and Town-related resources for recreation and cultural programming.
  • Help assist with the rollout of new strategic initiatives related to Parks, Recreation and Culture.

Policy, Planning, and Reporting

  • Assist in planning and implementing an Adopt-a-Trail program in collaboration with community members, organizations, and businesses as part of the Parks & Recreation Master Plan and outdoor recreation system.
  • Promote the use of the Memorial Policy within parks and recreation spaces.
  • Identifies and develops policies, procedures, and best practices that support the delivery of effective, inclusive recreation and cultural services.
  • Assist in preparing reports, updates, and presentations for internal and external stakeholders, including Town Council and community groups.
Requirements

Required Knowledge, Skills, and Abilities:

  • Strong relationship-building and stakeholder engagement skills in recreation, sport, and culture environments.
  • Knowledge of community development, volunteer coordination, and recreation and programming models.
  • Excellent communication, facilitation, and public relations abilities.
  • Experience supporting or coordinating programs, events, and community-led initiatives in recreation or cultural settings.
  • Grant writing and sponsorship development skills.
  • Knowledge of recreational program planning, practices and techniques.
  • Strong organizational, problem-solving, and multitasking abilities.
  • Ability to work independently and collaboratively with cross-functional Parks, Recreation & Culture teams.
  • Proficiency in Microsoft Office and standard reporting tools.
  • Familiarity with municipal processes, agreements, and service delivery is an asset.
  • Flexible to work evenings/weekends for events or meetings as needed.

Education and Experience:

  • The knowledge, skills, and abilities required for this position are typically obtained through the completion of a four (4) year degree in Recreation Administration, Kinesiology, Sport and Recreation Management, or a related field, combined with a minimum of three (2) years of relevant experience, including community engagement experience.
  • Alternatively, candidates may have a two (2) year diploma in Recreation or a related field, combined with a minimum of five (4) years of progressively responsible experience, including community engagement.

Working Conditions:

  • The role is primarily based on an office setting, with frequent off-site meetings and participation in community events. Variety of options to adjust working hours and part-time work from home.
  • Occasional evening and weekend work is required to support community events and engagement activities. 
  • Must possess a valid driver's license and have a vehicle for work usage (a travel allowance is provided).
  •  May require occasional lifting or setup of materials for events or presentations.
Salary & Benefits

Term and Compensation:

  • The Town offers competitive salaries, benefits and a comprehensive defined-benefit pension plan.
  • Hours of Work: 40 hours per week with option for an Earned Day Off every three weeks.
  • Employment Term: Permanent Full-Time
  • Starting Salary Range: Starting salary for this position is $56,170.13 - $84,260.59 and is subject to negotiation based on experience.
