The Opportunity

This position serves as a key contributor to the municipality’s fiscal stewardship, ensuring the sustainable management of public resources. It provides high-level analytical support across the full financial cycle, including the development of multi-year operating and capital budgets. The incumbent is responsible for delivering insightful financial reporting, coordinating year-end audit requirements, and driving long-term financial planning initiatives. Additionally, the Financial Analyst identifies and implements workflow optimizations to enhance departmental efficiency and internal controls.

Responsibilities

Financial Reporting & Analysis                                                                                                             

  • Ensure the strategic goals of Council, Senior Leadership, and the Department are met through effective financial and policy planning, monitoring, reporting, and the provision of timely and accurate financial advice and analysis.
  • Create and maintain partnerships with all City departments to assist them with their financial requirements.
  • Prepare and review account reconciliations, project accounting, and performance reporting for departments.
  • Complete capital reporting, grant reporting, revenue recognition, and funding for projects.
  • Assist with calculating the funding gap for the operating and capital plans.
  • Prepare and review month-end and year-end entries.
  • Ensure the project sub-ledger is reconciled to the general ledger.
  • Prepare and review the capital components of the financial statements and the financial information return. 
  • Ensure accurate project setup and maintenance that aligns with the budget, off-site levy model, and funding sources.
  • Ensure all capital projects are accurately carried forward annually.
  • Ensure that the developer's contributed assets are recorded correctly.
  • Maintain all capital reserves.
    • Develop business plans and financial models.
    • Assist with the analysis of business cases and provide recommendations based on sound financial practices and procedures.
    • Research technology to improve business and operational processes.
    • Be a functional expert on the Microsoft Dynamics project costing module. 

Budget Administration                                                                                                                             

  • Develop the municipal Operating and Capital Budgets and Long-Term Capital Plan.
  • Analyze departmental budgets and initiatives to ensure accuracy, consistency, and reasonability.
  • Ensure that the financial impacts of all new initiatives are recognized in advance of budget approval and that the appropriate budget amounts are accurately reflected in the budget.
  • Monitor changes in the organization via Council Minutes and Staff Announcements, and make budget adjustments accordingly.
  • Determine the operating budget impacts of new Capital Projects.
  • Review consolidated budget documentation/business cases.
  • Develop and recommend the funding allocation of the Capital Budget and Long-Term Capital Plan.
  • Analyze prior year variance reports to determine required budget adjustments.
  • Analyze historical revenue and expense trends and make recommendations from a budget or Council priority perspective.
  • Be a functional expert in the Questica Budget software and the Great Plains software. 

Annual Audit and Financial Statements                                                                             

  • Assist in the annual audit process.
  • Review and prepare, where necessary, the year-end working papers
  • Assist with the preparation of draft financial statements and notes to the City’s financial statements in accordance with Generally Accepted Accounting Principles and the guidelines of the Public Sector Accounting Board.

Other                                                                                                                                                                

  • Promote an environment that encourages health and safety by adhering to the applicable responsibilities and accountabilities as outlined in the City’s Health and Safety Management program.
  • Support business financial analysis requests as required.
  • Participate in system enhancement, Excel modelling, and process improvement projects.
  • Identify areas for continuous improvement.
  • Complete special projects as requested.
  • Perform other related duties as required by the Manager, Financial Services.
Requirements

Education, Qualifications, and Work Experience

  • Undergraduate degree with a concentration in accounting, finance, or public administration, or an Accounting Diploma from a recognized institute of technology or college.  A Chartered Professional Accountant (CPA) designation or an Advanced Accounting Certificate is considered an asset.
  • 7 years of relevant accounting and supervisory experience, with at least 3 years in a municipal government setting.
  • Experience in the areas of GAPP, the MGA, treasury, reporting and budgeting, planning, business modeling, and forecasting processes and techniques.
  • Strong technical skills to evaluate, investigate, and interpret information related to budgets, plans, and forecasts. 
  • Equivalent combinations of education and experience may be considered.

Knowledge, Skills, and Abilities

  • Have a thorough understanding of Public Sector Accounting Standards, professional accounting practices, and related Federal and Provincial legislation.
  • Establish and maintain effective, tactful, service-oriented relationships.
  • Exceptional time management, strong organizational skills, solid analytical competencies, with strong attention to detail.
  • Perform complex fiscal analysis and research methods regarding policy issues.
  • Advanced skills in all Microsoft Office programs, as well as accounting and budgeting software.  Must be adept at learning financial software.
  • Listen, analyze information, and communicate the City’s position.
  • Take initiative, work in a team environment, be resourceful, and meet deadlines.

As the successful applicant, you will be responsible for following all Occupational Health & Safety regulations:  

  • Sensory/Motor Skills- Manual dexterity and visual acuity.
  • Physical Stamina- Standing, walking, climbing stairs, kneeling, and lifting to 10lbs (standard for most office-based roles)
