SUMMARY
Reporting to the Director of Finance and IT, the Manager, Procurement and Financial Services oversees the City’s procurement, inventory and insurance functions and ensures processes are fair, transparent and compliant with applicable legislation, trade agreements and City policies.
The role provides strategic procurement planning, contract administration and operational support to departments, supervises purchasing and warehouse staff, and maintains effective internal controls.
As a member of the Finance team, the position also supports the City’s financial management through participation in budget development, capital planning, financial analysis and procurement forecasting to support responsible management of operating and capital expenditures. This role provides an opportunity to contribute broadly across municipal operations in a collaborative and dynamic environment.

PRIMARY RESPONSIBILITIES
- Leads and coordinates the City’s procurement and purchasing functions, ensuring competitive processes are fair, transparent and compliant with applicable trade agreements, legislation and City policies, while supporting responsible financial stewardship of public funds. Provides guidance and support to management and staff on procurement and contract matters and acts as an authorized agent of the City in the administration of contracts.
- Develops and leads the implementation of procurement policies, procedures and internal controls to support consistent, transparent and responsible purchasing practices. Reviews procurement activities and recommends improvements to enhance efficiency and compliance.
- Plans and oversees the procurement of goods, services and capital projects across all departments, ensuring processes are timely, properly documented and aligned with approved operating and multi-year capital plans. Supports the City’s operating and capital budgeting process through cost forecasting, procurement planning and coordination with departmental project leads. Provides financial and procurement analysis to support budget development, capital project planning and long-term financial sustainability.
- Works collaboratively with the Finance team to support capital planning, budget monitoring, audit coordination and procurement reporting. Assists in the preparation of financial reports, budget documentation and analysis that support senior leadership and Council decision-making.
- Oversees the City’s property, boiler and machinery, and crime insurance policies, including regular evaluation of coverage, risk exposure and cost effectiveness. Works proactively with insurers and the City’s insurance broker to review policy terms, assess capital asset impacts and identify opportunities to optimize coverage and reduce premiums. Collaborates with departments on incident reporting and oversees insurance claims management and documentation.
- Oversees inventory control systems, warehouse operations and corporate purchasing tools to ensure accountability and operational efficiency.
- Supervises and supports assigned staff, including work planning, performance management and professional development. Ensures compliance with occupational health and safety requirements and applicable collective agreement provisions.
- Supports sound financial management of procurement activities and major contracts by monitoring costs, identifying opportunities for savings and improving purchasing processes. Provides analysis and recommendations to support cost control and responsible operational spending.
- Provides procurement guidance and support to regional partner municipalities or shared service clients as required.

- Ability to manage procurement functions in a municipal environment while ensuring compliance with legislation, trade agreements and City policies.
- Understanding of municipal financial processes including operating and capital budgeting, financial reporting and cost analysis.

QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in Public Administration, Business Administration, Finance, Procurement or a related field.
- Minimum five (5) years of progressively responsible experience in procurement, finance, budgeting, or a related municipal administrative function, including supervisory experience in a unionized environment.
- Experience supporting municipal budgeting processes, financial analysis or capital planning is considered an asset.
- Professional designation such as Supply Chain Management Professional (SCMP), Certified Professional Public Buyer (CPPB), Chartered Professional Accountant (CPA), or other relevant procurement or financial designation is considered an asset.
- Thorough knowledge of public sector procurement practices, competitive bidding law, contract administration, trade agreements, and applicable legislation governing local government procurement.
- Experience in a municipal or broader public sector environment is preferred, with familiarity with municipal budgeting processes, capital planning, and council reporting considered an asset.
- Experience in a municipal utility environment and knowledge of commercial insurance in a municipal setting are considered assets.
- Experience working within a unionized municipal environment and collaborating with multiple operational departments is considered an asset.
- An equivalent combination of education and experience may be considered.
