Supporting Municipal Projects That Move the County Forward

Lac La Biche County is seeking an experienced and adaptable Project Manager to support the delivery of a diverse range of municipal projects across the organization. Reporting directly to the Office of the Chief Administrative Officer, this role provides full cycle project management support for initiatives that advance Council priorities, improve service delivery, and strengthen organizational effectiveness.

This position is ideal for a project management professional who is comfortable working across departments, managing multiple priorities, and providing structured project leadership in a municipal environment.

 

The Opportunity

The Project Manager provides organization-wide project management support for a variety of municipal initiatives, which may include infrastructure, facilities, operational improvements, technology, policy implementation, and other corporate projects as assigned by the CAO.

This position provides functional oversight to internal project teams, consultants, and contractors to ensure projects are delivered on time, within budget, and in alignment with County policies and standards.

Key Responsibilities:

Project Leadership

  • Lead assigned municipal projects from initiation through completion
  • Develop project plans, schedules, budgets, and risk registers
  • Manage scope, timelines, quality, risks, and change control
  • Ensure projects align with Council direction, strategic plans, and organizational priorities

Administration & Budget

  • Develop and monitor project budgets and expenditures
  • Track and report on project progress, financial status, and risks
  • Ensure compliance with County procurement, financial, and project management policies
  • Maintain accurate project documentation, including contract administration and change orders.

Advisory & Stakeholder Support

  • Provide professional project management advice to the CAO’s Office, Senior Leadership Team, and departments
  • Prepare briefing notes, reports, and recommendations for executive and Council consideration
  • Coordinate with departments, consultants, contractors, agencies, and stakeholders

Technical & Corporate Oversight

  • Support planning, procurement, construction management, implementation, and close-out of assigned projects
  • Review deliverables, schedules, and cost estimates as applicable to the project scope
  • Ensure compliance with applicable legislation, bylaws, and County policies
  • Contribute to the continuous improvement of corporate project management tools, templates, and practices
Requirements

Qualifications & Experience

  • Degree in Project Management, Business Administration, Engineering, Public Administration, Construction Management, or a related field
  • Minimum 7–10 years of progressive project management experience, preferably in a municipal or public-sector environment
  • PMP designation and/or P.Eng. designation considered an asset
  • Valid Alberta Class 5 Driver’s License

  • Strong organizational and project management skills across diverse project types
  • Ability to manage multiple projects with competing priorities
  • Excellent communication, facilitation, and stakeholder engagement abilities
  • Sound judgment, discretion, and problem-solving skills
  • Ability to influence and coordinate without direct supervisory authority
  • Proficiency with project management tools and standard office software

Working Conditions

  • Hours: Monday to Friday, 8:30 a.m. – 4:30 p.m.  Flexibility required to work to meet project deadlines or emergency work which may entail working additional hours during the evenings and weekends.
  • Environment: Office-based with travel to project sites or meetings as required; exposure to public and Council timelines
