About the Role
We are looking for a temporary full-time Development Planner 2 to lead complex planning projects through the development approval process. The term is for a year, with possibility of renewal. Projects range in scope from medium-density, missing-middle housing to complex, higher-density and mixed-use applications in our growth centres that include amenity negotiations and robust community consultation. Under the direction of the Manager of Development Planning, you will work to deliver these complex projects to completion in a timely manner while ensuring project conformity with applicable legal framework and policy objectives, including those related to housing delivery, social, environmental and economic sustainability, community liveability and resiliency. Expertise in project management and land use planning is required.
The position may also involve in-depth research and analysis on planning and development related special projects and formulation of policy recommendations, development and design guidelines.
In this role you will:
- Guide complex development proposals through the municipal approval process. Tasks include: reviewing and coordinating the work of professional and/or technical staff or outside agencies; interacting with the public and elected officials; problem solving to ensure timely and effective processing; presenting to various committees, including Mayor and Council; and participating in community and other related meetings to provide advice, information, and to explain policies and procedures related to projects.
- Exercise your creative and strategic thinking to facilitate housing and job space delivery while safeguarding public and community interests.
- Work collaboratively and constructively with internal and external partners.
- Bring your land use planning, urban design or related land development expertise to bear on application review and policy review.
The successful applicant will have:
- Current planning experience which includes an understanding of planning, design and legal best practices applicable to a range of mixed-use and medium to high-density developments and expertise in policy implementation in general.
- A thorough knowledge of the various regulations, legislation and legal frameworks that regulate development and subdivision applications is essential to this position.
- You excel in a team environment and have excellent skills in communication, customer service, time management and effective problem-solving.
- You have a proven ability to process complex development applications and demonstrated capabilities necessary to do so in a timely and strategic manner.
- Practised knowledge and subject matter expertise of city planning, urban design, transportation, land economics, environmental sustainability, housing delivery, or others relevant to the land development process. Sketching or graphic software ability is considered an asset.
- Demonstrated experience in conflict resolution, mediation and negotiation through development review process is required.
Qualifications
A University Degree in Urban Planning, or a related discipline supplemented by a post graduate degree in Community or Regional Planning with considerable municipal experience of processing progressively complex development proposals. You are a member or eligible for membership in either the PIBC or CIP.

Salary: The pay range for this unionized position is $54.44 to $64.47 per hour (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
