Reporting to the Chief Administrative Officer, the General Manager of Human Resources provides strategic leadership and direction for the City’s human resources function across the full employee lifecycle within a complex, multi‑union environment. The General Manager oversees a broad portfolio of modern, equitable, and legislatively compliant HR programs, including:

  • Talent acquisition and development
  • Labour and employee relations
  • Compensation, benefits, and pension administration
  • Occupational health, safety, and wellness
  • Human Resources Information Systems (HRIS) and workforce analytics
  • Policy development, equity initiatives, and respectful workplace programming

As a trusted advisor to the CAO, senior leadership team, and City Council, the General Manager leads enterprise‑wide workforce planning, monitors emerging legislative and labour trends, supports organizational change, and ensures that the City has the people, skills, and culture needed to deliver effective public services.

The ideal candidate holds a graduate‑level degree (MA, MSc, MBA, MHRM, or equivalent) in a relevant field, or a combination of advanced education and recognized human resources designations. You bring a minimum of 15 years of progressive HR and labour relations experience, including senior leadership within a unionized public‑sector or comparably complex environment. You possess a deep understanding of employment and labour legislation, collective bargaining, compensation frameworks, workplace health and safety, equity and human rights principles, HR analytics, and municipal governance.

You are known for your ability to lead organizational change, communicate complex concepts clearly, and build strong, collaborative relationships with Council, senior leadership, unions, and employees. With sound judgment, political acuity, and a people‑centred leadership style, you will help shape the City’s workforce of today and tomorrow.

Salary & Benefits

Salary: $169,131-$190,468
Benefits: Six (6) weeks vacation to start, hybrid work model, bereavement leave, personal leave days, employee and family assistance program, maternity leave top up, education subsidy program, municipal employees activity committee, benefits plan including medical, dental and vision care, OMERS pension plan.
