Are you interested in a leadership opportunity at the centre of municipal service delivery? Strathcona County is looking for a Manager, Customer and Central Resources!  

In this strategic role, you’ll oversee customer service, communications, bylaw compliance, and technical systems that keep the County running smoothly. This is a hands-on leadership role blending strategy, technology, and people leadership to deliver outstanding public and internal service. 

 

Key Responsibilities:

  • Manage and oversee the Customer and Central Resources branch administration
  • Prepare the branch operating budget including monitoring and verifying revenues/expenditures and planning for future financial needs
  • Provide the necessary financial and employee resources to meet service level expectations in alignment with the County’s Strategic Plan
  • Manage department technologies used in daily operations ensuring accurate, timely, information is used to make decisions on legislated applications
  • Analyze existing workflows to identify inefficiencies and implement strategies to improve cross functional and interdepartmental processes
  • Ensure integrated permitting/application functions are established and maintained, as well as ensure accurate information is available to support customers on application requirements and processes
  • Maintain professional and accountable application facilitation with a goal to supporting and simplifying processes for applicants and helping them successfully navigate our system
  • Provide professional advice, leadership, assistance, coaching and mentoring to staff and external
  • customers/applicants
  • Lead compliance and enforcement team in preparing timely, accurate, and consistent information around bylaw compliance  
  • Oversee the safe practice and consistency of regulations and legal obligations in the department in accordance with the Municipal Government Act and applicable bylaws
  • Manage and oversee the licensing and leasing components of municipal land/property, and collaborate with various legal and financial risk teams to ensure the County's interests are upheld and protected
  • Oversee data collection and reporting to ensure accurate data is being provided to internal and external groups such as Council, the Financial and Strategic Services Department, Statistics Canada, Canada Mortgage and Housing Corporation, etc.
Requirements

Qualifications and Skills:

  • Degree or Diploma in a related field such as Planning, Property Management or Public Administration  
  • Minimum of 10 years of experience working in a municipal planning and development department  
  • Demonstrated leadership abilities through past job experience including a minimum of 5 years of experience leading or supervising a team  
  • Strong knowledge of relevant and applicable federal, provincial and municipal legislation, policies, processes and programs (ie. Municipal Government Act)  
  • Ability to integrate corporate wide strategic planning and development priorities within the community vision and policy framework  
  • Thorough understanding of departmental technology systems and their integration with others within the organization (POSSE/Winchester, ePermits, GIS, Oracle, Tempest)  
  • Solid background in customer service and process facilitation
  • Exceptional communication, public relations, and interpersonal skills, with the ability to facilitate, mediate, and influence outcomes through clear presentations, reports, and public engagement
  • Ability to make informed decisions and provide guidance on complex development and enforcement issues with significant political, community, inter-municipal or administrative impacts
  • Effective manager and mentor with well-developed leadership and coaching skills
Salary & Benefits

Salary Range: $128,037.00 - $160,050.80
