Summary of Duties:

Reporting to the Manager or designate, the Manager, Accounting (Financial Services) is responsible for all phases of accounting for the Corporation, including general accounting, payments, miscellaneous billings and collections and internal and external reporting for the Corporation.

Work Performed:

  • Provide leadership in the coordination and delivery of accounting services that contribute to strategic initiatives.
  • Supervise and allocate duties to employees for the day-to-day activities of general accounting, payments, billing and collection, and financial reporting. 
  • Direct and control Corporate accounts receivable and payable systems and recommend system and control enhancements as necessary.  Ensure system integrity and recommend system maintenance and modifications.
  • Responsible for the effective operation, on-going development and maintenance of aspects of the Corporate accounting and financial information systems (excluding payroll system).
  • Responsible for operational banking needs and processes. 
  • Ensure compliance with existing legislation and administrative policy in respect of Retail Sales Tax, Goods and Services Tax and Harmonized Sales Tax.  Manage audits with provincial and federal auditors when required.
  • Advise and assist the management and staff of all Service Areas in the use of the Corporate accounting and financial information systems.
  • Organize and direct the preparation of the annual Consolidated Financial Statements, Financial Information Return, Performance Measurements for the corporation and other financial reports as required.  Liaise with and assist external auditors examining statements.
  • Communicate with all Service Areas, Boards and Commissions and external auditors as necessary regarding accounting and reporting issues.
  • Develop, direct, control and report on the accounting for reserve funds, trust funds and custodial funds.
  • Manage employees, including hiring, coaching, administration, employee development and performance. 
  • Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
  • Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
  • Provide information and recommendations for leadership on priorities within the area.  Implement strategies as required.
  • Establish, monitor, and report on policies, procedures and practices to mitigate risks of the Corporation.
  • Collaborate across Divisions and Service Areas to support enterprise-wide initiatives.
  • Prepare Council and Committee reports; respond to public, media, and Councillor inquiries, and attend meetings as required. 
  • Implement strategies to track performance using data and analytics; recommend and implement innovative, efficient service delivery practices. 
  • Follow procurement policies and delegate approval authority as appropriate.
  • Provide input into the development of capital and operating budgets; recommend capital priorities for the Financial Services Division. 
  • Perform other related duties as assigned.

  • Ability to apply knowledge of accounting principles and financial stewardship with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.
  • Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
  • Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors. 
  • Committed to employee safety; knowledgeable in the Occupational Health and Safety Act and how it relates to the position.
  • Detail-oriented with strong problem-solving and data analysis skills.
  • Ability to apply effective interpersonal and customer service skills; Demonstrated understanding of issues that impact specific communities and populations.
  • Political acumen and ability to identify and effectively manage emerging issues.
  • Ability to implement initiatives that support the section’s customers in a timely and effective way. 
  • Proficient in Microsoft Office Suite particularly using advanced functions with Excel and related software systems.  Knowledge of CaseWare is an asset.
     

Qualifications:

  • Completion of a University degree in Accounting, Business, Public Administration, or in a related field together with a Chartered Professional Accountant (CPA) designation.
  • Five to seven years of experience in a managerial capacity in an accounting environment, plus using and developing automated financial systems, preferably in a public sector environment.

Compensation & Other Information:

$100,395 - $131,441

This posting is for one (1) permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Onsite. Subject to change in accordance with business requirements.
