Reporting to the Director of Finance, you will be responsible for managing the Corporate Budget and leading the development of the municipality’s long-term financial plans. You will provide direction related to budgeting, financial planning and financial reporting as well as overseeing the operations of the Budget and Financial Planning Section.
Key responsibilities also include leading cross-departmental initiatives related to budget systems, financial performance and process improvements, ensuring alignment with corporate priorities.
QUALIFICATIONS:
Education/Experience:
- University degree in business administration majoring in accounting, commerce, or a related discipline; together with a professional accounting designation with a minimum five years’ of progressively responsible management experience in municipal finance or business management;
- Experience in a management capacity in a large, unionized government or private sector organization
- Experience in business management, planning, budgets, and finance
- Demonstrated knowledge of the various components of human resource management
- Knowledge of and ability to interpret applicable legislation, related regulations, municipal by-laws, and grant contribution agreements.
- Knowledge of regulations/legislation and processes related to financial reporting and budgeting for local governments, generally accepted accounting principles for the public sector as prescribed by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada
Skills/Abilities:
- Superior ability to communicate effectively and concisely, both orally and in writing
- Knowledge of regulations/legislation and processes related to financial reporting and budgeting for local governments, generally accepted accounting principles for the public sector as prescribed by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada
- Ability to communicate effectively and concisely, both orally and in writing
- Superior ability to deliver presentations and respond skillfully to questions from City Council, senior officials and special interest groups
- Ability to establish and maintain effective working relations with members of City Council, private and public officials, direct reports, co-workers, and the general public
- Ability to think and act strategically in a public sector environment, including the ability to conceptualize and implement departmental change strategies
- Excellent project/time management, analytical/critical thinking, problem solving and decision making skills
- Strong leadership skills including the ability to direct, motivate, evaluate and recognize staff; proven ability to share skills and knowledge with others
- Proven acumen in business and financial management with the ability improve Sectional effectiveness and efficiency through the management and utilization of human, financial and physical resources
- Proven skills in budget preparation and monitoring
- Proven skills in planning and organizing
- Must be proficient in the use of computers and current related software
- Competent within the meaning of the Occupational Health and Safety Act
Assets:
- Experience with SAP software and FMV RAC software
- Knowledge of the functions of Corporate departments, outside boards, and local community groups
