Description
POSITION RESPONSIBILITIES:

The Municipal Clerk will work independently and efficiently, reporting to the CAO and or Designate. They should have self-motivation and a desire to excel. Their work will align with The CAO’s alignment with Council's priorities and directives, as well as the statutory requirements of the Municipal Government Act.

SPECIFIC ACOUNTABILITIES:

Assists with

The collaborative lead role for administrative management of all legislative Services for the Municipality, Bylaws, Policies, Municipal Census, FOIP, compliance under the Municipal Government Act, Elections, Sub-division Appeal Board.

Facilitating the legislative process for Council and Council Committees.

Transcribing meeting minutes, preparation, and distribution of Council agendas.

Administrative support and financial reconciliation of revenue to the Protective Services department, as required

Research grants and draft applications for municipal project considerations.

Research, draft, and review intergovernmental agreements, briefings, and summaries.

Providing general support for Legislative Services special projects inclusive of community projects, elections, by-election and census.

Act and perform functions and responsibilities of the Executive assistant in their absence.

This position will work cooperatively with MD staff, the CAO, MD Committee members, Council, and model the MD’s values and leadership principles.

Legislative Services

Assists With:

Coordinating and researching Council orientations and educational public engagement sessions as required.

The regional subdivision and development appeal process, and the administration and education of the Subdivision and Development Appeal Board (SDAB) in accordance with legislation.

Elections, by-elections and voting on questions or bylaws for the Municipal District.

Municipal Census Coordinator.

Bylaw, policy, and legislation research review and development.

Access to Information Act (ATIA) and Protection of Privacy Act (POPA) legislation in conjunction with the Municipal District records management program.

Research and Fulfill the statutory duties of Municipal Council to ensure Council fulfills its lawful obligations, and statutory duties and performs its functions and activities in accordance with the law.

Provide procedural and Municipal legislative expertise and advice.

Communications:

Assists with:

Ensuring all communication from the Municipal District promotes a positive image of the Municipal District of Lesser Slave River and informs the organization and community of the services and programs provided by the municipality.

The development, maintenance, and measurement of all Municipal District communications programs, strategies, tools and develops capacity across the organization.

The creation, implementation, and oversight of communications programs to promote Municipal District of Lesser Slave River programs and services through various media, including publications, enhanced digital and social media, and events.

Communications for Council; advises on best practices to promote Council’s goals and priorities as identified in the Strategic Plan and provides support in delivering key messages to the Municipal District’s stakeholders.

Provides information that is timely, accurate, clear, accessible, and responsive.

Liaises with departments, external vendors, and media to build and maintain positive relationships. 

Advising managers on communications best practices, emerging issues, appropriate tools for each situation, and appropriate responses.

Assists the Information Officer in media and public relations during emergencies, coordinating clear, effective, and timely communications, providing direction and advice on crisis communications.

Drafting and communicating emergency broadcasts using the Alberta Emergency Alert portal.

 

Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES

ADDITIONAL RESPONSIBILITES

SAFETY

  • To abide by and adhere to the current occupational health and safety legislation and the MD’s health and safety management system.

QUALIFICATION/EDUCATION/EXEPERIENCE

  • Valid Alberta Class 5 Driver’s License – Required.
  • 3-5 years’ experience in a Municipal administrative role is required with knowledge of strategic planning, communications, government legislation, processes and the MGA. – Required.
  • Previous experience in a Municipal Roler - Asset
  • Proficiency with computers and Microsoft Office programs, with the ability to independently create and edit a variety of documents and spreadsheets – Required
  • Excellent ethical standards, decision-making, judgement, analytical, and written/verbal communication skills – Required
  • Superior social, communication, and relationship management skills – Required
  • Ability to work well under pressure, individually and as part of a team – Required
Salary & Benefits

Salary Range: $38.067 - $50.89 per hour, dependent on qualifications and experience.
