JOB SUMMARY
You will work as part of the Application development and support team providing application development and support to our internal business partners. You will work closely with corporate clients on Web and application related installations, integrations, upgrades, development and problem solving. You will be responsible for supporting and maintaining several client facing business applications and for developing custom code that will enhance the City’s Online services as required.
KEY DUTIES AND RESPONSIBILITIES
- Support, development, configuration, implementation, integration and maintenance of the City’s applications and services.
- Troubleshooting applications and code, as well as managing incidents and problems for the applications you are assigned. Ensure proper application operation and service level are met and maintained.
- Mobile application development and enhancements
- Managing and interacting with vendors in relation to product support issues, enhancements and implementation of changes as required.
- Development of custom code on City’s website, including development and enhancements of Drupal Web pages, Leap Forms, Angular apps, and microservices in support of business needs.
- Being actively involved in teams of cross functional projects to assist in project planning, execution and problem solving inclusive of various technologies.
- Identify and implement improvements to technical processes and tool sets to gain efficiencies, realize cost savings/avoidance, and reduce risk.
- Adherence to corporate policies, signed agreements with service/product providers, and other related operational guidelines
- Performing application support and development is a core requirement of the role, and accordingly the successful candidate is required to possess strong technical skills and experience in designing and implementing Web based applications using .Net and/or Java based technologies
- Share knowledge and promote learning with departmental and other City staff
- Perform other related duties as assigned
- Work with Vendors in implementing and integrating Software applications

REQUIRED SKILLS & COMPETENCIES
- Full Stack Development: 5+ years of hands-on Full Stack development experience with JavaScript (including Angular, TypeScript), Java (Spring Boot), PHP, and .NET technologies to build scalable and maintainable web applications.
- Web & UI Development: Proficient in developing modern, responsive web interfaces using HTML5, CSS3, Tailwind CSS, JavaScript, with seamless integration of RESTful APIs.
- Mobile: Experience in designing and developing scalable web applications and cross-platform mobile applications that deliver native-like experiences on both iOS and Android.
- CMS & Frameworks: Experience managing and developing Drupal-based websites; familiarity with Ionic framework and Capacitor for mobile development.
- Database Management. Proficient in Microsoft SQL Server and/or Oracle DB. Familiar with cloud-based database solutions such as Amazon RDS.
- API & Integration:
- Strong knowledge of RESTful APIs, microservices architecture, and integrating various business systems.
- Proficient in API documentation and testing using tools such as Swagger/OpenAPI and Postman.
- Knowledge of secure API access mechanisms including OAuth2, SAML, JWT, and API Key-based authentication.
- Cloud & DevOps:
- Hands-on experience with AWS, Azure, and GCP
- Experience implementing CI/CD pipelines using tools like Bitbucket Pipelines and/or Azure DevOps to automate build, test, and deployment processes.
- Knowledge of containerization and orchestration using Docker and Kubernetes for scalable and portable deployments would be an asset.
- Application Support & Troubleshooting: Skilled in application support, root cause analysis, and resolving technical issues.
- Architecture & Design: In-depth knowledge of design patterns and scalable application design. Exposure to business processes workflow design and programming
- Development Tools & IDEs:
- Proficient with Visual Studio Code and Eclipse, including setup, extension management, and debugging.
- Proficient in using Git based version control systems with platforms like Bitbucket and GitLab.
- Experience in managing feature branches, pull requests, and merging codebases.
- Server & Infrastructure: Strong knowledge of Windows and Web Servers (IIS, Apache, Nginx), services, and schedulers.
- Business Process & Workflow: Exposure to workflow design and business process programming.
- Additional Platforms: Knowledge of HCL Leap Forms development platform Strong knowledge of Windows and Web Server (IIS, Services, Scheduler, Apache)

Salary Range:$93,275.00 To $109,776.00 Annually
