This CUPE Local 841 position, under the direct supervision of the Manager of Children’s Services, performs accounting duties related to the transfer payment agreements with the Ministry of Education and service agreements with various childcare providers.
MAJOR TASKS:
- Uses the Canada-Wide Early Learning and Child Care guidelines to determine funding eligibility for childcare providers.
- Assists childcare providers to develop budgets that align with eligible funding guidelines.
- Performs analysis on financial information to ensure compliance with funding guidelines.
- Calculates monthly funding payment amounts for childcare providers and ensures payments are processed in a timely manner.
- Prepares and carries out year-end routines ensuring accuracy.
- Periodically reviews and audits expense records for childcare providers to ensure eligibility using tools that are developed to monitor accountability.
- Performs reconciliations to determine actual funding entitlements.
- Utilizes the Ontario Child Care Management System to provide information for reporting.
- Enters information into the Education Financial Information System (EFIS) for reporting to the Ministry of Education.
- In collaboration with the Operations Coordinator, Manager of Children’s Services and City Treasurer, responds to inquiries from the Ministry Financial Analyst.
- Liaises with Ministry Financial Analyst to clarify Ministry guidelines and expectations regarding proper utilization of all provincial funding for Children’s Services.
- Maintains applicable records in accordance with established practice and applicable legislation.
- Prepares draft correspondence, reports, notices, and other administrative duties as required.
- Performs duties related to Ontario Works and Housing Services as required.
- Acts as a resource to other Social Services staff and provides backup to various Social Services functions as required.
- This position must be compliant with all provisions of the Occupational Health and Safety Act, related to “Duties of a Worker.”
- Performs such other duties as may be assigned.
QUALIFICATIONS:
Minimum two (2) year Accounting/Finance Diploma or Finance/Accounting Undergraduate Degree plus a minimum of two (2) years of experience in financial analysis, variance tracking and developing and working with financial models or an equivalent combination of education, training, and experience. Demonstrated knowledge and experience in the principles and practices of accounting, knowledge of computerized information systems used in financial and/or accounting applications and knowledge of external regulations, such as the Municipal Act, Ontario Childcare Management System, and all other regulations impacting the accounting and reporting of Ministry of Education, Canada-Wide Early Learning and Child Care guidelines. Must have advanced analytical skills, be proficient in Windows based software including Microsoft applications, advanced proficiency in Excel, excellent communication and interpersonal skills, strong time management, organization and problem-solving skills and have the ability to work well independently and as a team member or leader with equally successful results.
CONDITIONS OF EMPLOYMENT:
May be required to work beyond the normal hours of work.
WHAT WE OFFER:
- $28.63 - $35.80 per hour working a 35 hour workweek (Monday - Friday; 8:30 a.m. - 4:30 p.m.).
