JOB SUMMARY

The Lead, GIS Data and Analytics is responsible for managing and planning the implementation of Corporate GIS and Data Analytics related programs, projects and initiatives by leveraging both spatial and non-spatial technologies to support informed decision making. This includes but is not limited to supervising the activities of the ITS Department, GIS and Data Analytics team and coordinating their teamwork plan including analysis and reporting from Corporate spatial and non-spatial datasets, the creation and presentation of spatial and non-spatial data supporting GIS applications, services and business system integrations and other business intelligence services and initiatives.

KEY DUTIES AND RESPONSIBILITIES

  • Coordinate the ITS GIS & Data Analytics support team work plan and supervise/direct the activities of team staff.  Facilitates the performance management process for ITS GIS Analysts including planning and objective setting, performance criteria and milestones, meeting with staff to discuss appraisals and sign-off on performance appraisal.
  • Collaborate with staff in the other group teams (Applications, Technology and Client Delivery) regarding applications support, ITS capital project delivery, ITS initiated projects/upgrades, GIS and non-GIS Data related business system integrations. Provides subject matter expertise and consulting support to Business Units on GIS and non-GIS Data related projects, initiatives and business processes.
  • Contributes to the strategic planning process, responsible for the development of the Corporate GIS system and Data services roadmap; software currency, SDLC; PMLC; system architecture.
  • Monitor and enhance the utility of corporate GIS and non-GIS datasets to meet new and emerging business requirements.
  • Configure, maintain and support GIS web based applications and business system integrations (public and internal).  Analyse, troubleshoot and resolve GIS application issues (desktop and web based applications); communicate with internal and external technical resources and management to resolve end user issues; provide guidance to users on methods for correcting reported problems.
  • Plan and implement system upgrades and enhancements as required to support ITS and corporate business operations.  
  • Reviews and approves architectural, technical and user documentation, coding and data changes ensuring the overall integrity, sustainability and usability of GIS applications.
  • Provides, or oversees the provision of advanced GIS and non-GIS analysis services to internal clients.        Prepare, plan, produce, maintain and update a variety of surveys, dashboards, web maps, hub sites and other graphic representations displaying spatial and tabular data.
  • Plans, develops and implements data quality control standards and policies. Implements strategies for data enhancement, cleansing, acquisition and quality assurance
  • Emergency Operations Centre – Support Fire & Emergency Services EOC and emergency preparedness operations. Provide GIS analysis, mapping and data support 
  • Open Data & Data Sharing
  • Coordinate and administer the Open Data program. Support Open Data Portal and administer Open Data publication process collaborating with internal data custodians.
  • Facilitate data sharing with YorkInfo Partners; process requests for GIS data from external organizations, consultants working on City projects and other stakeholders.
  • Other duties as assigned.

Requirements

REQUIRED SKILLS & COMPETENCIES

  • University degree in GIS, Geomatics, Geography, Earth Science, Environmental Science or a related discipline
  • 5 to 7 years of experience (preferably in a municipal government environment) building and maintaining GIS databases, configuring and maintaining GIS web mapping sites and conducting advanced spatial analysis exercises.
  • Proficiency with the ESRI suite of GIS desktop applications/tools
  • 2 years of experience in a leadership/project management capacity.
  • Proficiency with the Esri application suite (Desktop, Pro, Enterprise, AGOL)
  • Strong understanding of current GIS web mapping technologies
  • Proficiency with configuring and maintaining ArcGIS Enterprise and ArcGIS Online sites
  • Experience with configuring and maintaining VertiGIS Geocortex Essentials sites
  • Superior understanding of spatial data capture and processing techniques 
  • Strong understanding of spatial database architecture and data models
  • Strong understanding of ETL (Extract Transform Load) tools and processes including FME
  • Advanced spatial analysis skills
  • Good understanding of municipal government business functions and workflows
  • Knowledge of software system development methodology
  • Familiarity with ITIL (Information Technology Infrastructure Library) framework and Project management methodology, together with the ability to communicate principles to clients and team members
  • Working knowledge of Data Catalogs
  • Familiar with Data Governance frameworks

Salary & Benefits

Salary Range:$110,135.00 To $129,506.00 Annually
