Position: Municipal Engineer/Project Manager
Reports to: CAO

Salary Range: Level 11.5 ($90,417 – $101,765)
Summary:
The Municipal Engineer/Project Manager is responsible for planning, budgeting, designing, implementing, and managing capital, infrastructure and development projects for the Town. This role ensures municipal services and infrastructure projects such as roads, water and sewer systems, drainage systems, and municipal buildings are delivered safely, efficiently, and in compliance with applicable regulations. The position also supports long-term strategic goals through effective asset management, tender administration, and collaboration with internal and external stakeholders.
Duties and Responsibilities:
- Plan, design, and oversee construction and maintenance of municipal infrastructure projects.
- Review engineering plans, proposals and development submissions for compliance with municipal and regulatory standards.
- Conduct site inspections to monitor project progress and ensure compliance with codes and specifications.
- Prepare and manage tenders, proposals, and contracts; oversee the work of consultants and contractors.
- Collaborate with architects, surveyors, developers, contractors, government agencies and regulatory bodies.
- Develop and submit funding proposals and required reports for externally funded projects.
- Assist with asset management planning and capital budgeting for Town departments and utilities.
- Respond to public inquiries and complaints related to municipal infrastructure and development.
- Develop, implement, and train staff in standardized project management processes.
- Prepare technical reports, correspondence, and presentations for Council, committee and public meetings.
- Provide technical advice and strategic input to senior management on infrastructure planning and policy development.
- Perform other such related duties, responsibilities and functions as may be assigned.
Knowledge, Abilities and Skills:
- Strong knowledge of civil engineering, project management and municipal infrastructure systems.
- Familiarity with municipal engineering standards, procurement, construction law and contract administration.
- Knowledge of federal, provincial, and local regulations, including the Municipal Government Act, zoning and subdivision bylaws, and environmental legislation.
- Proficiency in project management software, AutoCAD Civil 3D, ARCGIS, MS Project, and Microsoft Office. Experience working with CAD and GIS systems (Geolinc) is an asset.
- Experience with funding applications and intergovernmental reporting.
- Strong problem-solving and conflict resolution skills with the ability to prioritize and adapt to changing demands.
- Ability to interpret technical drawings, site plans, and detailed specifications.
- Excellent interpersonal, negotiation, and written/oral communication skills.
- Commitment to excellent customer service and professional public engagement.
Preferred Education and Experience:
- A Bachelor's Degree in Engineering, Architecture or a related field.
- Licensed Professional Engineer (P.Eng.) In good standing with the Association of Professional Engineers of PEI, or eligible for registration within one year.
- Minimum 4 years of engineering or project management experience, preferably in municipal or civil infrastructure.
- Familiarity with zoning, environmental regulations, and public sector processes.
- Excellent communication, project management, and problem-solving skills.
- Must have a valid driver's license.

- This position may require occasional work on evenings, weekends and holidays.
- Office environment with regular visits to construction and development sites.
- Field inspections may involve walking uneven terrain or occasional lifting.
- Involves tight deadlines, budgetary pressures, and managing multiple stakeholders.
