JOB SUMMARY
Reporting to the Senior Manager Financial Planning and Analysis and Reporting, the Budget Coordinator is responsible for the coordination of the annual Operating and Capital Budgeting process for the fiscal year. This involves—in consultation with and under the direction of senior staff—the development, implementation and continuous improvement of the overall budget process, including identifying key deliverables, preparing the annual budget calendar, scheduling key meeting and committee meeting, leading or supporting the compilation and coordination of supporting materials, and helping ensure the timely and successful achievement of process milestones. As a key deliverable, the Budget Coordinator will support in the administration of budget publications, including the budget document for tabling and the annual submission to the Government Finance Officers Association (GFOA).
Outside the main budget process, the Budget Coordinator will be an integral part of the Financial Planning team by assisting with the administration of Finance reviews for all City reports to ensure that the City Treasurer is apprised of all Financial implications on reports presented to City Council. The Budget Coordinator will also be providing support to other due diligence processes including tracking and supporting validation of documents such as Staff Awards, Council reports, and Purchase Order Adjustment forms.
You are a results oriented, proactive professional with proven ability to complete tasks with minimal oversight, coupled with exceptional process management and strong organizational and communication skills. Your ability to leverage networks, collaborate, and proactively seek answers enable you to build a trusted relationship with the Financial Planning group who will look to you for process leadership to help ensure achievement of key deliverables in a timely manner.
KEY DUTIES AND RESPONSIBILITIES
- Working with key stakeholders within the Corporation, drafting the process for the development of the annual budget, including identifying timelines, milestones and deliverables
- Preparing the Budget Schedule each year, working with the Mayor’s Office, the Clerk’s Office and other key stakeholders; working with the City Clerk, the Mayor’s office and Councilor administrative staff to schedule all necessary meetings for budget review and adoption, while also working with City staff to incorporate key dates into the overall budget process
- Identifying required supporting materials, milestone dependencies and other key elements of the process, and working with key administrative and finance staff to coordinate effectively scheduling and delivery of these milestones
- Staying apprised of the latest developments surrounding legislation and communicating how this will impact the budget process and schedule
- Liaise with Corporate Communications, Clerk’s Office and other stakeholders, including internal staff and any external consultants, in administrating the drafting, review and publication of the annual budget document, including any required public engagement activities as part of the budget process
- Coordinate the development of the annual GFOA submission of the City’s annual budget including consolidation of all components, validation of data, responses to previous year’s reviewer comments, while adhering to timelines
- Proactively manage the workload on behalf of the Financial Planning group as it pertains to relevant reports, Purchase Order Adjustment Forms, and new funding requests prior to any tabling at City Council such that the Treasurer is apprised of all matters pertaining to Financial Considerations well in advance of Council discussion.
- Assist with the validation of budget and funding requests from the various departments while ensuring adherence to Corporate policies prior to passing on the request to the senior finance staff for analysis
- Develop project plans, workback schedules, etc., monitor their implementation schedules, and undertake required mitigation and corrective measures to support successful achievement of deliverables and processes
- Identify opportunities for continuous improvements and compliance with corporate, financial and administrative directions and policies.
- Ability to work extended hours during budgeting season or as occasionally required.

REQUIRED SKILLS & COMPETENCIES
- University degree from a recognized institution
- Three (3) to five (5) years of practical experience in administration or in a coordinating capacity
- Highly organized and proactive in meeting deadlines and adhering to Council timelines
- Exceptional process and project management knowledge, skills and experience
- Ability to deal with conflict using tact and persuasion, and exhibiting professionalism
- Presents information logically and objectively, and comfort dealing with ambiguity.
- Anticipates the needs of the organization and implications of business decisions towards advancing the corporate goals.
- Knowledge of accounting and economic principles
- Ability to read, interpret and apply complex legislative texts such as the Municipal Act.
- Experience in a public sector organization including knowledge and experience in finance processes and municipal organization is an asset.
- Excellent oral and written communication.
- Proficiency in Microsoft Excel, Access, PowerPoint and Word.

Salary Range:$80,716.00 To $91,659.00 Annually
