Assistant Chief Administrative Officer

Camrose County is currently accepting applications for the permanent full-time position of an Assistant Chief Administrative Officer. The position is part of the general administration team and under the direction of the Chief Administrative Officer (CAO). The Assistant CAO provides support to the CAO in the direction, planning, coordination, and control of all municipal operations. The Assistant CAO is responsible for overseeing the management of the Finance, Corporate Services, Assessment departments and the Facility Maintenance Coordinator. The Assistant CAO is responsible for the procurement and contract management for County infrastructure projects and other major supply contracts. The Assistant CAO assists in the preparation of the annual budget and strategic planning for Camrose County.

KEY DUTIES AND RESPONSIBILITIES

Assist the CAO with the following:

  • Council meeting agendas and information
  • Overseeing and mentoring the management team
  • Capital Projects
  • Strategic Projects
  • Special projects and other duties as requested by the Chief Administrative Officer

Responsible for:

  • Supervision and support of the Finance, Corporate Services, Assessment Department Managers and the Facility Maintenance Coordinator
  • Manage the procurement process for Camrose County, including contracts, tenders, and requests for proposal
  • Provide expertise in the guidance in the acquisition of a variety of goods, services and construction services required by various County departments
  • Manage lease agreements for Camrose County, including fleet lease agreements
  • Undertake research on purchasing needs and departmental operations and assist in purchasing operations
  • Act as CAO designate when the CAO is unavailable which would include but is not limited to attending Council Meetings as the CAOs replacement, signing documents, supervising the management team, and dealing with urgent requests.

GENERAL DUTIES AND RESPONSIBILITIES:

  • Assist other County personnel as time permits.  Cooperation and assistance among staff is required due to varied peak work periods and overlapping duties.
  • Develop a good knowledge of the County’s operations and personnel.
  • Maintain the confidentiality of all records in the office and only release information in accordance with County policy and applicable legislation.
  • Maintain effective public relations with other County employees, ratepayers and the general public and present a positive County image.
  • Attend seminars, workshops and courses with the objective of improving knowledge and skills related to performing assigned jobs
  • Support community events that contribute to the quality of life in Camrose County
  • Other duties and responsibilities as may be assigned from time to time
Requirements

QUALIFICATIONS:

  • A degree in a related field, coupled with substantial experience in senior municipal administration. A suitable combination of education and experience may be considered.
  • NACLAA certification would be an asset.
  • Experience handling legal documents, including contracts and tenders.
  • Extensive experience in a managerial capacity regarding operational budgeting, capital expenditures, and employee management.
  • Excellent working knowledge of principles and practices of municipal finance.
  • A broad understanding of the Municipal Government Act.
  • Superior analytical and strategic planning skills.
  • Strong time management and organizational skills.
  • Ability to appropriately handle sensitive and confidential information. FOIP certification would be an asset. 
  • Strong computer skills, including knowledge of Microsoft Office programs.
  • Excellent communication and public relation skills.
  • A valid driver’s licence and a clean driver’s abstract are required.
