About the Role:

In this junior level position, you will assist the Director of Legal and Clerks Services / City Solicitor in advising and representing the City in matters of law including providing quality legal advice and services to City Council and all Departments of the Corporation with an emphasis in the area of litigation and prosecution on all levels of court and Municipal Law.

What You Will be Doing:

  • Assist the Director of Legal Services / City Solicitor in providing legal representation and strategic legal advice to the Corporation in all matters of law, preparing legal opinions, and providing legal advice to the Director, City Council and Staff.
  • Prepare for and appear in all levels of Court, administrative tribunals, and conduct prosecutions as required.
  • Be a source of information and advice to all Departments of the Corporation and City Council with respect to legislation, governmental regulations as well as agreements and by-laws.
  • Prepare legal opinions and provide legal advice to the Director of Legal and Clerks Services / City Solicitor, City Council and Staff.
  • Process the Corporation's real estate transactions when required.
  • Prepare by-laws, agreements, procedures and policy documents, and other legal documents as necessary.
  • Interpret statutes, regulations, by-laws, agreements, and other legal documents, and conduct research as necessary.
  • Negotiate, draft, and review legal agreements and other legal documents as necessary.
  • Advise and consult with the public and outside professionals on general municipal issues and provide instructions to external legal counsel as required.
  • Represent the Director of Legal and Clerks Services / City Solicitor in the role of a negotiator or advisor, attend City Council and Committee meetings, prepare written reports, and make presentations as required.
  • Assist in the management of the Department as directed by the Director of Legal and Clerks Services / City Solicitor.
  • Perform all other duties as assigned.

Requirements

About You:

Qualifications:

  • University degree and post-graduate university degree in law (LLB or JD) from a recognized Law School.
  • Membership in good standing with the Law Society of Ontario.
  • Three (3) years of progressive experience practicing law, with a solid base of litigation and generalist solicitor / municipal law matters experience.
  • Provincial Offences Court prosecution experience would be considered an asset.

Skills:

  • Thorough general knowledge of laws and legal procedures.
  • The ability to plead and persuade convincingly and to draft documents and briefs.
  • Proficiency to draft and review a wide range of contracts and provide legal analysis and advice in the area of general litigation matters.
  • Well-developed leadership skills with a proven ability to deal with people sensitively, tactfully, diplomatically, and professionally.
  • Excellent communication, research and report writing skills.
  • Proven ability to work in a team environment, liaison with key external stakeholders and individuals/departments at all levels of the organization and to function effectively with minimal supervision.
  • Proficient computer skills and working knowledge of Microsoft Office Suite software programs and the ability to adapt quickly to applicable software.

  • Ability to work under conditions of strict confidentiality is essential.
  • Flexibility to work outside regular business hours (e.g. attend evening Council/Committee meetings) as required.
  • A demonstrated commitment to enhancing a safety culture.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • Valid Ontario Driver's licence, Class "G", with a clean driving record.
  • Proof of education will be required upon hire.
