OVERVIEW OF POSITION

Reporting to the Chief Administrative Officer (CAO), the Fire Chief is responsible for the overall leadership and management of Fire and Emergency Services (EFES) as outlined in the Fire Protection and Prevention Act, 1997, S.O. 1997, c. 4. The Fire Chief oversees all programs and services designed to protect the lives and property of residents, ensuring compliance with legislative requirements related to Fire and Emergency Services.

MAJOR RESPONSIBILITIES

  • Oversees all operational aspects of Fire and Emergency Services.
  • Manages emergency communications.
  • Leads the development, management, and administration of the Department’s annual and multi-year business plans, budgets, and all Council reports.
  • Ensures alignment with Council’s priorities and collaborates on municipal-wide policies, the corporate strategic plan, emergency/business continuity plans, and other key initiatives under the direction of the CAO.
  • Oversees training programs and Standard Operating Guidelines, and ensures personnel meet Ontario Fire Services Standards and performance expectations.
  • Develops and implements a long-term municipal Fire master plan, overseeing fire suppression and prevention activities in compliance with the Ontario Fire Code.
  • Maintains effective and cooperative relationships with the public, senior representatives of other municipalities, agencies, government bodies, and community groups.
  • Ensures departmental compliance with corporate health and safety policies and the Occupational Health and Safety Act (OHSA).
  • Performs all statutory duties of the Fire Chief as outlined in the Fire Protection and Prevention Act.
  • Assumes any additional responsibilities as assigned by the CAO and/or directed by Council.

WORKING CONDITIONS AND ENVIRONMENT

  • Flexible, hybrid work environment with three days in the office and two days working from home.
  • This position works 35 hours a week, 8:30am-4:30pm, Monday to Friday with occasional evening, weekend meetings, training sessions, or on-call shifts as required. Work sometimes extends into evenings, weekends, and statutory holidays for attendance at training and meetings.
  • The salary range for this position is $154,714 - $180,994.
  • The position involves both indoor and outdoor work, including confined spaces and cramped positions, with exposure to hazardous conditions, equipment, and potential minor injuries.
  • The incumbent may encounter distracting noise, extreme lighting conditions, and is required to wear protective gear and safety equipment regularly.
Requirements
  • Completion of post-secondary education in Fire Service Administration or a related field. A combination of relevant education and experience will be considered.
  •  Completion of the Ontario Fire College Company Officers' Course.
  • National Fire Protection Association (NFPA) 1021 Fire Officer III certification (or higher).
  • Incident Command Certification and Emergency Management Certificates.
  • Minimum of 7 years of progressive Fire Service experience, including at least 5 years in a Senior Officer position.
  • In-depth knowledge of OFM/NFPA standards, building construction, fire behavior, and incident management with expertise in emergency mitigation, training, fire protection principles, and apparatus/equipment operations.
  • Strong understanding of municipal legislation, including the Fire Protection and Prevention Act, Ontario Fire Code, and the Emergency Management and Civil Protection Act.
  • Well-developed skills in communication, presentation, problem-solving, project/time management, and leadership.
  • Proficient in computer applications, including word processing, spreadsheets, presentations, and databases.
  • Valid Ontario Class DZ driver’s license with a satisfactory Ontario driving abstract.
  • Satisfactory Police Vulnerable Sector Check.
Salary & Benefits

The salary range for this position is $154,714 - $180,994.
