Description
Purpose

The Manager of Facilities & Operations is responsible for leading, planning, and managing construction, infrastructure, and maintenance initiatives across all county properties. This includes overseeing capital renovations, infrastructure upgrades, and master planning to ensure efficiency, compliance with applicable regulations, and cost control. The role ensures projects are delivered on time, within budget, and aligned with organizational priorities.

This role also involves managing daily operations, optimizing service delivery, supervising staff in multiple departments, coordinating contractors, and maintaining compliance with health and safety regulations. The incumbent collaborates with the Housing department and external agencies such as TSSA, Ministry of Labour, Public Health, and Fire Departments to ensure corporate efficiencies and adherence to standards.

Core Responsibilities
Facilities & Operations Management (30%)

  • Assess maintenance operations and recommend improvements to ensure efficient service delivery and compliance with industry and county standards.
  • Develop and implement preventative maintenance programs, including inventory and warranty management.
  • Ensure documentation of operational records, including fire inspections, maintenance logs, and regulatory reports is accurate and up to date.
  • Lead the cross departmental facilities team through effective communication, coaching, and mentoring to foster continuous improvement and a community of practice.
  • Promote innovation and continuous improvement within facility management.
  • Ensure occupational health and safety standards, including asbestos inspections, fire safety compliance, and regulatory adherence.
  • Develop policies and procedures that contribution to a safe and psychologically healthy work environment for all staff.

Project & Asset Management (25%)

  • Work with building and facility owners to plan, budget, and oversee capital and operating projects, ensuring cost-effectiveness and adherence to timelines.
  • Conduct facility condition assessments and prepare annual asset management reports.
  • Develop bid documents, oversee tendering processes, and coordinate contractor evaluations.
  • Manage the execution of capital projects from inception to completion, including contract administration and project close-out.
  • Analyze and interpret data from multiple resources to inform capital planning.
  • Work with internal teams to advance corporate energy efficiency in alignment with sustainability goals.

Budgeting & Financial Management (15%)

  • Coordinate and assist with the preparation of annual budgets, including a 10-year capital forecast.
  • Analyze financial reports and recommend spending and budget adjustments as needed.
  • Ensure cost-effective allocation of resources for facility maintenance and development.

Health & Safety & Compliance (15%)

  • Ensure compliance with the Occupational Health and Safety Act and other relevant regulations.
  • Review and respond to safety reports, implementing corrective measures, as necessary.
  • Coordinate emergency response planning and disaster management activities.
  • Maintain hazardous materials programs and oversee elevator logs and maintenance.
  • Ensure regulatory compliance with fire, health, and building codes.

Technical Support & Training (10%)

  • Provide technical expertise to senior management on facilities-related initiatives and emerging issues.
  • Ensure staff training is up-to-date and aligned with industry best practices.
  • Lead and support a facilities community of practice to enhance operational effectiveness.

Energy & Sustainability Management (5%)

  • Oversee utility consumption tracking and develop reduction strategies.
  • Incorporate energy-saving initiatives into capital projects and renovations.
  • Ensure alignment with corporate sustainability goals, including climate action plans.

Working Conditions

Usual hours of work are based on a 35-hour week, with flexibility for overtime as needed.

Fieldwork exposure to weather conditions, construction hazards, and noise.

Frequent travel across facilities.

Work location is in person, Monday to Friday.

Internal Working Relationships
Establishes and maintains working relations with all employees, Supervisors, Department Heads, Deputy Chief Administrative Officer, Chief Administrative Officer.

External Working Relationships
Establishes and maintain working relationships with contractors, municipal peers, fire departments, Ministry of Labour, TSSA and suppliers to monitor, inspect and authorize payment for work and materials, and to ensure compliance with scopes of work, local by-laws, building codes and relevant legislation.

Impact of Error

This role is integral to ensuring the safe, efficient, and effective operation of County facilities while adhering to compliance standards and fostering innovation and sustainability.

Errors in judgment may jeopardize public and staff safety, lead to inconsistency across the County and may lead to future financial impacts to the County budget. Errors in judgment may also cause harm to the county’s reputation and diminish public trust.

Failure to meet and maintain Fire Codes and T.S.S.A regulation, and Ontario Occupational Health and Safety Act and Regulations could result in fines or legal action against the County and could risk the health and safety of our tenants.

Errors in judgment could result in unsafe conditions for the public and staff, to the point of serious injury or death.

Requirements

Knowledge and Skill
Qualifications & Skills Required

  • University degree or college diploma in Construction Management, Engineering, Architecture, or a related field.
  • 5-10 years of progressive management experience in facilities or project management, preferably in municipal or healthcare settings.
  • Strong knowledge of project management principles, contract administration, and construction standards.
  • Proficiency in project management tools and Microsoft Office Suite.
  • Strong leadership, communication, and team development skills.
  • Working knowledge of Ontario Building Code, Occupational Health and Safety Act, and related legislation.
  • Knowledge of sustainable building design and energy efficiency.
  • Experience managing budgets, capital planning, and risk assessment.

Assets

  • PMP or Lean Six Sigma certification.
  • Experience with Autodesk Revit or similar software.
  • Knowledge of Infection Control standards for healthcare facilities.
Salary & Benefits

Annual Salary Range: $107,070 - $122,868
