Position Summary

Reporting to the Supervisor of Property Tax Revenue, the Revenue Specialist will be responsible for the coordination and processing of all property tax billings, administering the local improvement and business improvement area charges, maintaining control files, and liaising with I.T. staff and third party software provider on software upgrades and enhancements for the tax billing system.

Key Duties and Responsibilities

  • Coordinate Interim, Residential/Non-residential Final including local improvements and Business Improvement Area charges, supplemental tax billings, and adjustment billings
  • Responsible to load files to the tax database provided by MPAC
  • Responsible to create and encrypt billing files and collaborate with a third party company to receive data by File Transfer Protocol
  • Generate overdue notices quarterly
  • Lead the tax receivable collection and tax sale registration process including assessment of accounts for risk, administration of notices and certificates and legislatively mandated registered mailings, recommendation of solutions for sensitive accounts
  • Collaborate with I.T. and third party software provider on upgrades of tax system software and monitoring the automated processing which occurs each night for errors and completeness
  • Work with the Procurement division to schedule Sale of Land for Tax Arrears
  • Serve as an expert to tax application users, by-law department to provide tax/assessed owner/property information
  • Provide status reports on registered tax sale properties to management
  • Communicate with clients directly regarding sensitive matters of past due accounts
  • Monitor the automated tax scheduler to ensure successful completion of the distribution of reports/notices and balancing to the general ledger
  • Participate with the local improvement committee to establish upcoming projects and timelines
  • Collaborate with I.T. and the tax software provider to resolve any issues
  • Administer tax system updates as required

 

Requirements

Education and Experience

  • Diploma in Business, Public Administration or related discipline
  • MTAP (Municipal Tax Administration Program) is required
  • 4 years' experience in the Municipal Tax field

Required Skills/Knowledge

  • Knowledge of the tax section of the Municipal Act
  • Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
  • Proficiency in Microsoft Office Suite applications
  • Knowledge of and demonstrated ability in customer service, team work, initiative, accountability and adaptability
  • Ability to multitask in a fast paced environment
