As the Manager of Financial Control and Reporting, City Controller, you will play a critical role in ensuring the financial health of our city. This leadership position is responsible for overseeing financial reporting, budget coordination, and internal controls while providing expert financial analysis to guide strategic decision-making. Reporting to the Director of Finance, you will lead a team of accounting professionals, ensuring compliance with financial regulations and driving continuous improvement initiatives. Your key responsibilities
- Provide leadership, coaching, mentorship, and performance management to the accounting team.
- Oversee and assist with the preparation, analysis, and presentation of financial statements, including interim management reports and the City's Annual Financial Statement.
- Assist in coordinating and assist in the preparation and presentation of the City's Operating and Capital Budgets, including financial forecasting and scenario analysis.
- Ensure compliance with Public Sector Accounting Standards (PSAS) and International Financial Reporting Standards (IFRS), implementing new standards as required.
- Develop and maintain internal financial controls, accounting policies, and procedures.
- Conduct financial cash flow analyses for potential acquisitions and major capital budget items.
- Identify opportunities for process improvements and contribute to business process re-design initiatives.
- Represent the Finance Department in municipal services and energy infrastructure projects.
- Maintain strong relationships with internal and external stakeholders, including auditors, regulatory bodies, and government agencies.

Qualifications
- Successful completion of a Bachelor's degree in Business Administration, Commerce, Economics, or a related field from a recognized post-secondary institution.
- Must possess a Chartered Professional Accountant (CPA) designation.
- Minimum seven (7) years of senior-level accounting experience, including five (5) years in a supervisory or management role.
- A strong understanding of accounting principles, including PSAS and IFRS, particularly as they apply to municipal government and utilities (Oil & Gas, Electric, Water, Sewer, and Solid Waste) is considered an asset.
