Position Summary

Reporting to the Director, Development Planning, the Manager, Development will provide sectional leadership and guidance of the Development Planning Division. You will lead a team of professionals, to efficiently co-ordinate and process all types of development planning applications; provide expert advice to Council, Senior Management, key stakeholders and the Ontario Land Tribunal; and manage expectations and resolve complex issues and conflict related to the processing of development applications and studies. You will also implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect.

Key Duties and Responsibilities

  • Lead, oversee and train Development Planning Section staff (professional and technical and administrative staff) who are responsible for the processing of the full range of Planning Act applications 
  • Manage expectations and resolve complex issues and conflicts related to the processing of development applications and studies as raised by Council, applicants, circulated commenting departments/agencies and the general public
  • Ensure stakeholder and public input, appropriate technical review, analysis and evaluation in accordance with all legislative requirements, and ensure that the City’s policies and standards are met through development approvals
  • Review, assist and approve the formulation of the City’s position with respect to the preparation and submission of various development applications and implementing documents such as the Official Plan Amendments, Zoning By-Laws, et
  • Provide leadership, supervision and work prioritization to ensure effective service delivery, fiscal responsibility, and community needs are met.
  • Provide expert professional land use planning advice and direction to Senior Management, Council, and other stakeholders with respect to all development applications submitted to the City while protecting the public interest
  • Attend Council, Committee of the Whole, Committee of Adjustment, and other meetings to identify emerging issues, provide clarity and direction to matters pertaining to the development planning approval process and the duties and responsibilities of the City
  • Meet and communicate directly with individuals or groups to scope identified issues and prepare a course of action to resolve potential conflicts
  • Manage procedural matters and the application of policies and regulations related to matters before the applicable committee or Council
  • Manage the establishment of urban area expansions, prepare Secondary/Tertiary/Infill Plan policies and associated implementing documents
  • Lead City-initiated land use policy initiatives
  •  Manage personnel matters including staff recruitment, training, coaching, and performance evaluation
  • Undertake regular review of various development application review processes to ensure that the City's interests are addressed and to ensure that development approvals is in conformity with Provincial legislation and implementing approval documents at the City, regional and provincial levels
  • Represent the department on Corporate committees/projects/initiatives
  • Lead sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
  • Oversee tracking of development planning applications and data collection in the City’s Development tracking system Energov, and ensure regular updates and improvements as may be needed
  • Attend Ontario Land Tribunal hearings to provide expert testimony on behalf of the City and mentor staff in preparation for OLT hearings
  • Assist with the development and management of the annual sectional departmental budget and monitoring

 

Requirements

Education and Experience

  • Degree in Urban Planning, Public Administration or related discipline
  • Canadian Institute of Planners (MCIP) designation is required
  • Ontario Professional Planners Institute (OPPI) is required
  • Minimum of 7 years progressive experience. Supervisory/Management experience is an asset.

Required Skills/Knowledge

  • In depth knowledge of planning and municipal government related legislation, policies, Acts, regulations and directives as they apply to land use planning in Ontario, including but not limited to, the Provincial Planning Statement, Planning Act, Oak Ridges Moraine Conservation Act, Municipal Act, Heritage Act, Development Charges Act.
  • Demonstrated knowledge of current and future best practices, emerging trends, issues and challenges as well as technology and information related to land use planning in Ontario
  • Solid understanding of municipal government and service delivery;
  • Proficiency in Microsoft Office Suite and Planning/municipal technology systems/platforms including but not limited to OCE Web, ABC Docs, Adobe, Energov
  • Strong research, analytical, critical thinking, problem solving, Project management skills 
  • Excellent written and verbal communication, problem-solving and research skills, combined with creativity and innovative approaches to problem solving.
  • Excellent conflict resolution, negotiation, facilitation and alternative dispute resolution skills
  • Strong political awareness, and the ability to deal effectively with tact, courtesy, discretion and diplomacy with Council, all levels of staff and other stakeholders
  • Strong ability to comprehend, synthesize and communicate complex planning documents and legislation
  • Ability to work independently, combined with well-developed prioritization, organization and time management skills,  
  • Proven ability to oversee and manage budgets
  • Manages organizational change through strong leadership and communication skills
  • Demonstrates and encourages perseverance and resilience in difficult times
  • Encourages innovative thinking and new ideas and empowers staff to support a culture of learning, mentoring, and sharing

  • Must be and willing and able to transport yourself to City work sites as required (mileage compensated).
  • Regular attendance at Council or other meetings outside regular business hours
