The District of North Vancouver is looking for a Section Manager to join the Streets team. Reporting to the Manager, Engineering Operations, the Section manager is tasked with leading a team of operations staff and is responsible for overseeing Street Operations Capital Construction and Street Operations Maintenance activities. The Section Manager makes crucial decisions related to street construction, repairs, and maintenance, including planning, scheduling, and budgeting work activities. Additionally, they are in charge of managing operating and capital budgets.
In this role you will:
• Lead and manage a team of field staff in carrying out scheduled and on‐demand maintenance works within the District’s engineering right‐of‐way including, but not limited to, the following:
o Road and sidewalk repairs
o Boulevard maintenance
o Inspections of development works within the City right‐of‐way
o Vegetation control
o Ditch and culvert and inlet maintenance.
o Drainage main and components inspections and repairs
o Snow and ice control, including Roadways, sidewalks, MUPs, Bike lanes, stairs and bridges.
• Ensuring safe and reliable service is provided and that emergency response plans are prepared, ensuring conformity to appropriate statutes, and enforcing appropriate bylaws.
• Develops, monitors and controls the District’s annual Streets budget;
• Monitors budget and needs for Streets Fleet.
• Implementing innovative roads and drainage maintenance related solutions that embrace environmental, economic and social sustainability.
• Performing various management functions, such as: dealing with disciplinary matters and grievance hearings, maintaining responsibility for financial matters pertaining to division activities, ensuring compliance with WorkSafe BC Legislation, Human Rights Legislation, safety regulations and safe work practices, and maintaining positive working relationships with employees at all levels of the organization, external contacts and the public.
• Prepares reports to Management and/or Council on emerging issues including regional and local impacts of provincial and federal regulations on municipal infrastructure and contributes to District design standards and strategic plans.
• Communicates with internal and external contacts including Council regarding approvals and information updates; facilitates stakeholder involvement to address or mitigate concerns; monitors project cost, and, as necessary, arranges for corrective action
• Develop, monitor, revise and report on annual operating and capital budgets and long-range capital budget.
• Develop and implement safe work procedures and policies to ensure protection and safety of staff, public and the environment. Represent the District in accident investigations and identify, recommend and implement resulting corrective actions.

Qualifications
An undergraduate degree in engineering, science or technology, registration or eligibility for registration with the ASTTBC as a Certified Science Technologist (AScT) is preferred along with 7-10 years of progressive experience in management or an equivalent combination of education, training and experience. Certification as an MMCD Contract Administrator would also be considered an asset. A valid BC driver’s license with a clean driving history is required.

Salary: The annual pay range for this exempt position is $128,164.82 to $142,500.73 (2024 rates)
Hours of Work: 35-hour work week
