Responsibilities:
- Ensure compliance with statutory requirements, design standards, and public safety by reviewing, documenting, and approving access, servicing, and grading works for private development infrastructure construction.
- Oversee and approve subdivisions and municipal infrastructure construction, including issuing Construction Completion Certificates and Final Acceptance Certificates.
- Review record drawings for accuracy in alignment with engineering design and field construction.
- Facilitate successful development agreement and permit projects through inspection and acceptance of on-site construction.
- Supervise and ensure infrastructure construction adheres to best management practices and statutory compliance, including Erosion and Sedimentation Control (ESC).
- Inspect construction sites for quality control and compliance with safety and installation guidelines.
- Review and approve infrastructure test specifications and penalty calculations for quality control.
- Coordinate with developers, consultants, and internal teams to address project issues and ensure adherence to procedures.
- Participate in mentoring and supporting the Land Development and Construction team to achieve objectives collectively.
- Verify infrastructure and construction costs for lifecycle costing and annual reporting.
- Provide inspection services for access application assessments and reviews.
- Maintain updated municipal infrastructure records using GIS systems.
- Stay current with industry innovations, technology, and statutory regulations.
Qualifications and Skills:
- Diploma in Civil Engineering Technology with at least 5 years of land development experience; Engineer-in-Training (EIT) candidates with a minimum of 3 years of relevant experience will also be considered.
- Registration as a Certified Engineering Technologist (CET) with the Association of Science and Engineering Technology Professionals of Alberta or as an EIT with APEGA.
- Proficiency in designing and constructing transportation systems, shallow utilities, water and wastewater infrastructure, stormwater management, and erosion and sediment control (ESC).
- Familiarity with land development processes, planning documents (e.g., Municipal Government Act, Municipal Development Plan), and applicable legislation, including the Traffic Safety Act and Occupational Health and Safety Act.
- Knowledge of construction practices, materials, soil mechanics, hydraulics, hydrology, ESC, and industry standards (e.g., MUTCD for Canada, Transportation Association of Canada’s Geometric Design Guide).
- Ability to review and interpret engineering drawings, servicing design briefs, and reports for water, wastewater, and stormwater systems.
- Strong problem-solving and decision-making skills within regulatory frameworks and best practices.
- Proficiency in tools such as AutoCAD, Excel, Word, and PowerPoint.
- Completion of additional training in traffic, transportation, construction safety, or related areas is an asset.
- Excellent verbal and written communication skills to work effectively with teams, consultants, developers, and contractors.

- Submission of a Satisfactory Criminal Record Check
- Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
- Ability to perform physical labour as part of the job duties and stand/walk for extended periods of time
Salary Range: $86,577.40 - $108,180.80
