Position Summary

Reporting to the Manager, Policy, the Planner I (Policy) is responsible for undertaking a wide range of planning assignments  related to the development, monitoring and implementation of the Official Plan for the City.

Key Duties and Responsibilities

  • Conduct research and analysis for various planning policy projects and background studies for long range planning policy development, including preparation of Secondary and Tertiary Plans
  • Research and compare other municipalities' planning policies to determine best practices or to develop new initiatives
  • Conduct surveys and other methods to gain feedback, synthesize responses and make recommendations to address comments/concerns, as appropriate
  • Apply research and monitoring methods (including statistical analysis) to understand and analyze data to gauge the effectiveness of official plan and related implementation tools
  • Track general policy amendments to the City's Official Plan, and make recommendations for policy amendments
  • Monitor and research planning trends, and report on them when relevant
  • Review and analyze development applications for compliance with Official Plan policies for monitoring and research purposes; inform other planners if a proposed development will be affected by a planning study or project underway
  • Monitor current development activity and trends to understand how they may impact policy projects and studies currently underway
  • Draft staff reports, briefing notes, public notices, web pages, correspondence
  • Prepare maps, tables, charts, graphics to easily convey complex information
  • Create and maintain project/study websites with up-to-date information regarding background studies
  • Prepare and present materials for public consultation and internal staff meetings
  • Collect and analyze feedback from stakeholders
  • Participate in/facilitate internal and external working groups and workshops; provide insight regarding policy documents and guidelines
  • Support Inter-department Initiatives requiring land use related data, relying on  primary as well as third party data such as: Census; Transportation For Tomorrow; Employment Survey; MPAC; etc.;
  • Review provincial, regional or local initiatives that may affect the City's Official Plan/land use planning; consolidate and provide comments, as appropriate
  • Participate in associated workshops and/or working groups, as required
  • Assist in the drafting of staff reports regarding planning matters that will form part of the Ontario Land Tribunal record
  • Support Clerks in the preparation of records that are required to be forwarded to the Tribunal
  • Prepare materials and evidence for hearing events, and the resolution of appeals as directed
  • Update City records regarding status of appeals, hearing events, and outcomes related to matters before the Tribunal
  • Attend hearing events, as requested.
  • Provide planning-related information to stakeholders as requested via phone, email, or in person
  • Maintain knowledge of the City's processes in order to respond effectively to enquiries

 

Requirements

Education and Experience

  • Degree in Urban Planning or related discipline
  • Eligible for membership in the Canadian Institute of Planners (MCIP) and/or Ontario Professional Planners Institute (OPPI)
  • Full membership is an asset
  • 2 years experience in land use planning

Required Skills/Knowledge

  • Knowledge of the Ontario Planning Act, Provincial Plans, and other related legislation
  • Proficiency in computer skills (word processing, data management, and presentation/publishing software); proficiency with design and GIS software is an asset
  • Knowledge regarding the practical application of planning legislation, provincial planning documents, regional and local planning documents, and the role of regulatory tools
  • Knowledge of planning policy research and analysis, formulation and implementation
  • Effective time management skills to handle competing priorities with varying deadlines
  • Customer service skills
  • Ability to work on a team and independently
