JOB SUMMARY
 Reporting to the Manager of System Engineering within the Environmental Services Department, the Water and Wastewater System Engineer is responsible for the comprehensive management, analysis, and optimization of drinking water distribution systems, wastewater collection systems.

The Water and Wastewater System Engineer serves as a key liaison between internal departments, developers, agencies, and consultants, contributing to new development application reviews, project management, and regulatory compliance. By employing hydraulic modeling, engineering analysis, design drawing review and project coordination, this role plays a pivotal part in maintaining and enhancing the overall functionality and sustainability of the City's water and wastewater systems

This position also provides back-up support as required to other Water and Wastewater System Engineer and champions the corporate, commission and departmental vision, mission and values.

KEY DUTIES AND RESPONSIBILITIES 

  • Develop, calibrate, and manage hydraulic models for the water and wastewater systems using specialized software.
  • Conduct thorough hydraulic modeling, analysis, and optimization of water distribution, wastewater collection.
  • Review and provide design drawing comments for subdivision, site plan, capital projects on water distribution, wastewater collection and storm water system.
  • Collaborate with internal stakeholders, developers, and external agencies to ensure seamless new development application reviews
  • Oversee construction and inspection processes to ensure compliance with water, wastewater, and stormwater regulations.
  • Prepare technical reports, articles, and memos addressing water and wastewater system analyses and recommendations.
  • Manage projects, including consultant initiatives, by crafting terms of reference, evaluating submissions, and approving invoices
  • Maintain databases containing pressure, flow, consumption, rainfall and system data, employing the information for insightful analyses
  • Provide exceptional customer service and effective communication to address concerns related to water and wastewater.
  • Contribute to Waterworks business planning, budgeting processes, and strategies for system optimization.
  • Collaborate with Development Engineering to evolve and update Waterworks engineering standards and design criteria
  • Engage with cross-functional teams, participating in project initiatives and advancing the performance of the systems
  • Monitor contractors, consultants, and contract staff contributing to diverse Waterworks programs
  • Respond to inquiries and interact with internal departments, customers, agencies, and consultants on system engineering matters.
  • Uphold the corporate, commission, and departmental vision, mission, and values within the Waterworks System Engineering Section.
  • Undertake specialized projects and fulfill additional duties as assigned, aligning with departmental or commission/corporate objectives.
Requirements

MINIMUM REQUIREMENTS

  • University degree in civil or environmental engineering with emphasis on water distribution, wastewater collection systems, storm water systems and hydraulics. With minimum of 5 years’ experience.
  • Eligibility for or holder of the Professional Engineer’s (P. Eng) designation from the Professional Engineers of Ontario (PEO).
  • Demonstrated experience in municipal water distribution, wastewater collection system and storm water systems engineering with an emphasis on new development review, preferable in an urban growth environment.
  • Excellent interpersonal, project/time management, organizational, analytical, written and oral communication, and problem-solving skills
  • Ability to align on optimization strategies and educational programs with legislative/ regulatory requirements, best practices, and departmental/ commission/ corporate goals and objectives; to champion the vision, mission and values of the municipality; to foster and contribute to a positive, productive, customer service-oriented work environment; and to deal courteously and effectively with all contacts.
  • Thorough working knowledge of Sustainable Water & Sewage Systems Act, Ontario Safe Drinking Water Act and associated Regulations, DWQMS and other relevant legislation /regulations /guidelines, associated engineering /operations standards, best practices, development review processes and current municipal water/wastewater issues.  
  • Computer literacy utilizing word-processing, spreadsheet, and Wastewater related database and system modelling software. Experience with infrastructure management (IMS) technology - preferably with Lucity software, GIS, SCADA would be an asset.
  • Availability to participate in 7/24 shared on-call rotation for system operations and environmental emergency response, and to attend evening and/or weekend meetings or other events as required.

Salary & Benefits

Salary Range: $117,096.00 To 137,810.00 Annually
