Job Summary

The Supervisor of Fleet and Supplies is responsible for managing the cost-effective and efficient management of the corporate fleet, comprising approximately 250 licensed & 600 unlicensed units (including Fire), as well as City inventory and supplies. Provides fleet resources for various departments including Waterworks, Operations, Engineering, Sustainability and Asset Management, Fire and Emergency Services and By-law Enforcement, etc. Key responsibilities include coordination and supervision of fleet procurement, vehicle and equipment maintenance both in house and contracted services, repair and refurbishing, disposal, driver training related to fleet usage, fuel sites administration, rental acquisitions, projects and operational activities related to Roads, Parks and Fleet for the Operations Department, in accordance with the policies and direction provided by legislative requirements, Senior Management and Council. Our Fleet and Supplies supervisor is responsible for optimization of cost effective procurement decisions, with the focus on sustainability, operations efficiency and customer service, for all fleet and operational inventory and supplies and budget responsibility of over $4.9M.

Duties and Responsibilities:

  • Provide leadership and direction with respect to the safe, innovative and efficient operation of a diverse municipal equipment fleet along with the emergency response vehicles and apparatus. Uphold the City corporate image by ensuring staff take pride in their respective fleet units that are travelling throughout the City each day. 
  • Manage a team of Fleet mechanics and staff through approving time cards / work order repair times, overtime and vacations. Staff recruitment, onboarding, performance management, coaching, mentoring, training and ensuring adherence to Occupation Health and Safety legislation and other application legislations. Promote a positive, productive, respectful, healthy and safe work environment.
  • Ensure staff comply and understand applicable City policies.
  • Research technology, promote staff training and procure tools and equipment to properly and effectively maintain and repair fleet units for today and into the future. Assist staff with gathering diagnostic trouble shooting information from OEM dealers and product manufacturers.
  • Research, develop and implement maintenance practices customized to fleet needs with minimal disruption to user department service levels along with fostering excellent customer service. Monitor and track work order information and cost to assist in forecasting future replacements and track issues and or concern with specific models that will support future specification changes or modifications.
  • Commissioning of all units into service, add new and or replacement units into fleet inventory, set preventative maintenance program parameters ensure upfitting request are completed fitting user department specific needs.
  • Reconcile yearly license renewals and Drive Clean Inspections for City Fleet units, ensure licensed GVWR is aligned with legal load capacities for trucks over 4,500 kg currently amounting to $47,000 annually. Ensure renewals are completed on schedule of calendar year. Provide updated Fleet Lists prior to year-end to Finance for annual Insurance renewal. Provide updated insurance cards for all Fleet units including Fire and Emergency Services vehicles and Apparatus.
  • Under the guidance of the Fleet Manager and Senior Manager, assist in the development of suitable specifications for vehicles and equipment that will provide cost effective operation, reliability and efficiencies along with a proactive Fleet Refurbishing program ensuring units meet and or exceed planned lifecycle requirement cycles.
  • Manage Inventory procured and stocked by Fleet Staff with a yearly average value of $180,000. Ensure inventory meets user department needs and product quality following corporate process.
  • Assist with acquisitions and soliciting vendors for the disposal of surplus Fleet units ensuring the highest resale value of the unit for the City. 
  • Negotiate / liaise with outside vendors for services, supplies and repairs. Manage contracts with vendors for supplies and services.
  • Manage City wide Fuels sites including fuel site transactions such as data export and upload into Fleet Focus for tracking purposes along with ensuring compliance with legislated standards and TSSA regulations.
  • Manage the equipment hardware installations, replacements and configurations to sensors for monitoring information for City Winter Maintenance units and all other units operating within the Corporate AVL/GPS system.
  • 24/7 Emergency response for equipment / vehicle breakdowns or accidents, weather events, building / gate / yard and security issues.
  • Management lead for the City’s Miller Ave. Operations yard responsible for handling all issues relating to the building such as HVAC, security including cameras, clerical, entrances (i.e. gates/doors etc) and other maintenance requirement. Work alongside with contractors and other department such as Sustainability & Asset Management where necessary. Key staff member providing guidance and input to Sustainability & Asset Management including prioritization of work; cost-efficiencies and contractor supervision.
Requirements

 Qualifications:

  • 5-7 years management experience in a diverse municipal fleet environment
  • 310S and 310T licenses are preferred
  • Propane Installer / Inspector and or Natural Gas Technician Vehicle Certificate
  • College Diploma Motor Vehicle Technician
  • Knowledge of relevant legislation relating to the Highway Traffic Act, Occupational Health and Safety Act, National Safety Code, NFPA 1901 (National Fire Protection Association Apparatus Reg.) CVOR (Commercial Vehicle Operators Registration) and TSSA

Salary & Benefits

Salary Range: $87,029.00 To 102,397.00 Annually
