JOB SUMMARY 
In this role, you will provide professional planning advice on complex land use planning matters and lead the completion of the City’s Official Plan Review. The expected duration of this contract is two years with the possibility for an extension. The Senior Planner, Policy (Official Plan Review) reports to the Manager of Policy in the Planning and Urban Design Department.

KEY DUTIES AND RESPONSIBILITIES

  • Coordinate and lead the City’s Official Plan Review and growth management exercises in a multi-disciplinary context. 
  • Lead other complex planning policy-oriented projects in a multi-disciplinary context, including policy review and development related to growth management, employment, housing, community design, transportation, infrastructure, finance, sustainable development, and phasing of growth.
  • Provide professional planning advice and interpretation on matters related to various policies and give direction in accordance with the obligations and competencies specified as a professional planner. 
  • Liaise with residents, internal departments, other governments/agencies, and special interest groups on planning matters.
  • Coordinate the activities of external consultant teams, including but not limited to the hiring of consultants, developing and issuing request for proposals, pre-qualifications, participation in the evaluation/selection process, and contract award including overseeing budgets and invoicing.
  • Clearly and effectively communicate ideas, concepts, and proposals in writing and verbally before Council, Committees, and in public meetings. 
  • Represent the department on internal and external committees including at the Ontario land tribunal.
  • Facilitate and undertakes public consultation and community outreach.
  • Provide guidance and advice to junior staff, as required.
  • Other duties as assigned.
Requirements

REQUIRED SKILLS & COMPETENCIES

  • Must have a Degree in Planning, or related discipline, combined with 7 to 10 years of progressively responsible experience, a Master’s degree in Planning is preferred. 
  • Proven experience leading official plan reviews and/or secondary plans, including policy development is considered an asset.
  • Applied technical knowledge of appliable provincial legislation/regulations, plans, guidelines, and policy. 
  • Full or Provisional membership with the Ontario Professional Planners Institute.
  • Must have a valid Ontario Driver's License - Class 'G'. 
  • Must be able to attend site meetings at various locations throughout Markham and York Region during and after regular business hours.
  • Proficiency in Microsoft Office applications
  • Superior analytical and written and oral communications skills
  • Superior report writing, presentation and public speaking skills.
  • Experience at the Ontario Land Tribunal is an asset.
  • Well-developed leadership and negotiation skills
  • Superior project management skills, including the ability to set priorities, solve problems, and meet deadlines under pressure.
  • Excellent customer service skills.

Salary & Benefits

Salary Range: $87,029.00 To 116,765.00 Annually
