Job Summary

Reporting to the Associate Director, Data Services and Governance the Manager IT Project Delivery & Business Analysis is responsible for solving business problems through the implementation of technology solutions in partnership with business units to support projects and improvement efforts.  This role is accountable for the management and delivery of Project Management and Business Analysis services in support of IT projects and initiatives undertaken on behalf of the Corporation, business units, and external partners. Oversees the planning, execution, change management, vendor and contract management activities across all projects and programs in the IT Portfolio.   Ensures compliance of all IT projects and programs with Project Management standards and Corporate policies including procurement, legal and HR-related policies.

Responsibilities

Leads a team of business analysts and project managers to resolve business problems, implement process improvements and implement technology solutions in partnership with business units and external partners.  (30%)

  • Formulates recommendations, builds consensus and drives strategies to facilitate technology solutions that increase efficiency and effectiveness, maximize business value and enable implementation of Council and departmental business initiatives. 
  • Builds a competency centre within IT for business analysis, project management and process improvement, developing and continually improving processes, methodologies, tools, templates, and best practices.
  • Performs process re-engineering using workflow analysis techniques and tools.
  • Evaluates business needs and technologies to identify requirements and opportunities.
  • Provides advice to clients and collaborates on solutions.

Manages people resources in project management and business analysis, ensuring ongoing work quality, adherence to standards and governance and successful delivery of results. (30%)

  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, staff performance, and skill development activities.
  • Manages the recruitment of staff and contract resources responsible for Project Management and Business Analysis ensuring compliance with HR, Finance, Procurement and Legal policies.
  • Ensures alignment and coordination of activity and quality of output between teams under their direction.
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and workflow integration.
  • Ensures staff has the information and resources to make successful plans and decisions related to the implementation of technology solutions and process improvements.
  • Facilitates and ensures on-going collaboration and cooperation with other teams within their division and department.

Oversees the management of IT initiatives ensuring adherence to governance, monitoring progress and ensuring deliverables are achieved.  (20%)

  • Prepares and/or oversees the preparation of project plans, defining project scope and managing quality, issues, risks and resolving problems.
  • Develops and/or oversees the development of business and technical requirements to support the delivery of technology solutions and process improvements for internal and external customers.
  • Prepares specifications for, evaluates and recommends approvals for technology equipment and systems offered on bids, RFP’s, etc., ensuring compliance with procurement policies.
  •  Negotiates contracts with suppliers and agencies.
  • Coordinates organizational change management activities related to the delivery and on-going support of new technology solutions and services.
  • Ensures projects are delivered on time, on budget, and meet client expectations and/or performance benchmarks.
  • Coordinates and manages project resourcing assignments and workloads making recommendations for resource augmentation where required.
  • Collaborates with the IT Portfolio & Business Relationship Manager to ensure accurate reporting on project status, make recommendations to Senior Management on project and portfolio considerations, develop client messaging, and refine project management methodologies and governance to be in alignment with stakeholder and business needs

Works collaboratively with the Manager, IT Project Portfolio and Business Relationship: (10%)

  • to monitor and assess the health of the overall project portfolio, recommending improvements and managing project issues.
  • To ensure accurate and timely reporting on the status of existing projects
  • To make recommendations to Senior Management regarding project and portfolio related considerations including: current and future resource capacity, at-risk projects, client relationship issues
  • To develop messaging for clients on all project and portfolio related matters
  • To define and continuously improve project management methodologies, standards and governance in alignment with stakeholder and business needs.

Provides support for the development of annual and multi-year Capital and Operating budgets for the operating unit.  Ensures goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (5%)

Builds and maintains effective relationships with leaders and stakeholders throughout the organization, with ABC’s and other municipalities. (5%)

Perform other related duties and responsibilities as assigned or required.

Requirements

Education

  • Post-secondary degree in Computer Science preferred.
  • Equivalent combination of education and experience.

Knowledge

  • 10 years’ experience in IT in a medium to large organization of a complex diverse nature, with at least 5 years’ in Project Management and/or Business Analysis and 3 years in a leadership role.
  • Experience leading the procurement of IT solutions and services through competitive means such as RFPs, Tenders etc.
  • Experience within the public sector is preferred.
  • Certification in either Business Analysis or Project Management.
  • Extensive knowledge of project management, business analysis and process improvement principles, and in IT project governance practices, procedures and methodologies.

Special Requirements

  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business needs.

Additional Important Information:

This position is eligible for Niagara Region's Hybrid Work Model. The successful applicant must maintain the ability to work onsite at Niagara Region Headquarters (Thorold, Ontario) at least 50% of the time.

Salary: $ 103,410.00 - $ 121,660.00/year
