Description
The Development Officer II is part of a dynamic team that is responsible for development permitting and compliance processes within Strathcona County. This role manages urban and rural development permit and compliance files throughout their lifecycle, including receiving, investigating, and issuing decisions in accordance with the Land Use Bylaw (LUB). 

This role may be eligible to participate in our hybrid work program.  The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta. 

Responsibilities:

  • Provide interpretation and advice on LUB regulations to property owners, the general public, developers, contactors, businesses, and other county departments along with information on the application and compliance 
  • Review submissions, circulate files to interested and potentially affected parties, which may include neighbouring property owners or the public
  • Receive and review technical studies or reports that may be required with the submission
  • Draft correspondence and decisions, including writing orders and presenting or supporting the decision made to the Subdivision and Development Appeal Board 
  • Prepare statements respecting land use compliance and ensure that development projects are carried out in accordance with conditions of approval including regulations in the LUB and other statutory documents such as the Municipal Government Act (MGA)
  • Apply knowledge of the municipal planning and the development permitting processes demonstrating a strong understanding of planning principles, processes, and procedures in order to provide solutions or alternatives 
  • Determine applicable regulations and conditions supporting sound decisions after examination of project details
Requirements

Qualifications and Skills:

  • Degree or Diploma in Planning with 3-5 years direct experience in a planning, land development or land use compliance role
  • Experience in both an urban and rural planning environment is preferred
  • Comprehensive knowledge of municipal planning and practices and principles of governing legislation, including the MGA, the Municipal Development Plan and the LUB
  • Advanced knowledge of development permitting and land use compliance
  • Logical and analytical thinking skills, along with strong organizational skills and the ability to work independently and multi-task effectively. Able to demonstrate a high standard of thoroughness, accuracy and attention to detail in all aspects of the job
  • Strong project management skills with the ability to work independently while advancing multiple concurrent and competing projects, tasks, and initiatives
  • Excellent communication and interpersonal skills and the ability to maintain a professional and positive manner when communicating with internal and external customers and residents
  • Excellent organizational, planning and time management skills to work effectively with restricted timelines and adapt to often changing priorities

Conditions of Employment:

  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits  
Salary & Benefits

Salary: $79,479.40 - $99,353.80
