Position Summary

Reporting to the Chief Administrative Officer, the General Manager of Infrastructure and Planning Services is responsible for managing, directing, coordinating, and supervising the delivery of service in the areas of Engineering, Transportation, Public Works, Solid Waste, and Planning. The area of Engineering, Transportation, and Public Works includes the County roadway infrastructure, bridge structures, Jasper/Hinton Airport, the County drainage system, the water treatment and distribution systems, wastewater collection and treatment systems, and facilities and fleet. Solid Waste includes the management of County transfer sites, the West Yellowhead Regional Landfill Authority, and physical plants. The area of Planning includes all land planning and development functions.

The incumbent works reasonably independently within established guidelines and parameters on a variety of assigned tasks and must have a working knowledge of the maintenance and operation of a variety of field equipment, water treatment and sewage lagoon facilities, transfer sites, as well as land planning and development. The incumbent must be fully conversant with road construction and maintenance practices. The incumbent is required to prioritize workloads and applies a general knowledge of the department to respond to general and routine inquiries regarding the department’s operation.
 

Position Responsibilities

Managerial

  • Manage and report on compliance with the strategic plan approved by County Council.
  • Prepare and submit annual operating and capital budgets.
  • Manage expenditure control within established County policies and approved operating and capital budgets for all areas of responsibility.
  • Implement the work programs and policies as approved by County Council for the area of responsibility.
  • Prepare operational, statistical and financial reports for the CAO for the area of responsibility.
  • Prepare submissions to County Council for consideration and decision.
  • Implement and maintain standard operating and administrative policies and procedures for the area of responsibility.
  • Establish and evaluate performance measures for the area of responsibility.
  • Evaluate and prepare policy recommendations for CAO for the area of responsibility.
  • Ensure all work is carried out in a manner consistent with legislation and or existing bylaws or directives.
  • Responds to public and Council complaints and inquiries.
  • Liaises with consultants and contractors for the establishment of operational and capital contracts.


Transportation

  • Oversee the management of the inventory of bridges located in the County to ensure safe vehicular traffic movement.
  • Oversee the management for the maintenance and operation of the Jasper/Hinton Airport.
  • Oversee the management of County road infrastructure to provide for safe and efficient movement of vehicular traffic.
  • Oversee the management of construction of County road infrastructure and bridge structure capital projects to ensure compliance with the accepted or specified standards.
  • Research new technology, products or innovative techniques.
  • Negotiate in the acquisition of required land for road construction.


Water and Wastewater Systems

  • Oversee the management for the construction of the County water and wastewater infrastructure to ensure compliance with accepted or specified standards.
  • Negotiate in the acquisition of required land or easements for service installations.


Solid Waste Management

  • Manage and negotiate contracts for service with outside suppliers.
  • Oversee the West Yellowhead Regional Landfill Authority in the roll of its operating partner through the Solid Waste Manger.
  • Investigate alternatives for partnership.


Planning

  • Oversee the management and provision of all planning and development functions within the County through the Manager of Planning and Development.


Facilities and Fleet

  • Implement and maintain preventative maintenance programs and life cycle programs for the County structures.
  • Oversee the management and the operation and maintenance of County owned structures and fleet.
  • Implement and maintain preventative maintenance programs and life cycle programs for the County vehicle and equipment fleet.


Staff Responsibilities

  • Manage the human resources assigned to the areas of responsibility within established policies and procedures, through the supervision of the following direct reports:
    • Director of Public Works
    • Manager of Planning and Development
    • Solid Waste Manager
    • Infrastructure Administrative Assistant
  • Establishes and maintains a working environment conductive to positive morale, individual style, quality, creativity, and teamwork.
  • Participate in the hiring of all employees within the areas of responsibilities and recommend action to the Chief Administrative Officer.
  • Ensure all work is carried out in a safe and efficient manner.
  • Coordinates with all direct reports to ensure that adequate staff training and resources are in place, and utilized effectively, to meet the service delivery standards of Infrastructure and Planning Services and Yellowhead County.
  • Foster a working environment focused on continuous improvement and customer service.
  • Perform annual staff evaluations.
Requirements

Qualification, Knowledge, Skill & Ability Requierments


Education/Skills

  • University degree in a related field, or equivalent education and experience.
  • Registered Professional Engineer in the Province of Alberta or Certified Engineering Technologist (CET) certification with applicable senior management experience.
  • Minimum of five years’ experience at the Director, or General Manager level.
  • Minimum of five years’ experience in the implementation and monitoring of capital construction projects.
  • Extensive knowledge of modern construction practices in the area of transportation, water, wastewater, solid waste management, and facilities.
  • Fully conversant with municipal legislation.

Working Environment

  • Work is conducted predominantly in an office environment
  • Must be willing to work additional hours as required to meet peak workload and public meeting needs.
  • The pressures of dealing with multiple issues at any given time is moderate/high in intensity.
  • The visual attention is high in intensity - preparing policy, spreadsheets, and reports.
Salary & Benefits

The salary range is $155,807 to $193,201 per year.
