Description
Duties and Responsibilities:

  • Assist with the accurate recording of all monies received and disbursed, of assets and liabilities and all other accounting and financial transactions of the municipality in accordance with accounting principles generally accepted for Ontario Municipalities.
  • Conducts necessary banking transactions.
  • Responsible for coordinating the input and balancing of payroll with the County of Peterborough.
  • Uploads the payroll and paystubs accordingly and closes the payroll file.
  • Responsible for input and maintenance of personnel records.
  • Oversees the recruitment process by posting vacancies, participating on the recruitment panel, organizing, and screening applications, preparation of interview materials, reference checks and drafting job offers and/or employment contracts.
  • Responsible for accounts receivable functions. Assists in coding of accounts payable invoices.
  • Responsible for preparing monthly and annual remittances and reports to government and other agencies (e.g. WSIB, EHT, OMERS, Benefit Provider, Union, other grant programs, rebates, HST, Council Remuneration).
  • Assists in preparing T4’s annually and Record of Employments when applicable.
  • Assists in the interpretation and application of the union contracts.
  • Completes monthly bank reconciliations.
  • Assists with the timely and efficient collection of taxes in accordance with methods and procedures as outlined in the Municipal Act, Municipal By-law and policies, working with lawyers and tax sale agency where required.
  • Assists with customer service during peak periods (Tax Due Dates), lunch hours, or in the absence of the Tax Clerk/Accounts Payable.
  • Produces and maintains a variety of forms, records, reports, and correspondence as required.
  • Ensures the confidentiality of all information in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  • Any and all other duties as assigned.
Requirements

Qualifications:

  • Post-secondary education in Accounting or Business Administration, or equivalent. 
  • Three years related experience in a municipal setting.
  • Completion of AMCTO Municipal Administration Program and Municipal Finance and Accounting preferred.
  • Knowledge of payroll regulations, Employment Standards Act, Tax Collection legislation and Provincial legislation affecting municipalities.
  • Extensive knowledge of Microsoft Office, payroll systems and accounting systems.

Salary & Benefits

$55,037.84 to $64,748.06 annually
