Position Summary

Reporting to the Supervisor, Payroll Services, the Payroll Analyst is responsible for the administration of payroll which includes preparing multiple bi-weekly payrolls within strict timelines for unionized and non-unionized employees and ensures all payrolls meet legislated requirements and the City of Kingston collective agreements. The Payroll Analyst also provides quality customer service to all internal and external stakeholders and performs a wide variety of other payroll related tasks to ensure employees are paid accurately and on-time.

KEY DUTIES AND RESPONSIBILITIES

Process and audit a high volume of action forms and position changes for all employees within the City of Kingston and affiliated organizations by entering and validating employee hires, terminations, transfers, promotions, appointments, accommodations and pay rate changes to ensure all payroll related transactions are paid accurately and on-time.

Prepare, process, and assist with the bi-weekly computerized payrolls based on the City of Kingston’s collective agreements, policies and procedures, government legislation and agencies so compliance is met, and all employees are paid accurately and on-time.

Perform a variety of tasks which are high volume, deadline sensitive and require sound decision making so all payroll related requirements and activities are met.

Review and process special payments such as collective agreement and non-union settlements, legislative and retirement payments.

Calculate current and retroactive pay calculations.

Prepare weekly and monthly payroll remittances.

Complete and file record of employment reports.

Assist with the payroll year-end closing process including the web transmission filing of all T slips for all business numbers within strict deadlines.

Develop processes, procedures, and payroll related reports.

Perform system testing which includes upgrades, fixes, and updates.

Maintain HRMS and sub system data.

Distribute payroll documents and other reports as required.

Support all member of the payroll team with inquiries, research of payroll related topics and escalated employee issues/concerns.

Provide quality customer service and occasionally engage in difficult conversations by responding to requests and inquiries from all internal and external stakeholders to ensure all inquiries are answered and the stakeholders matter is resolved.

Maintain the payroll services confidential electronic files and records in accordance with SharePoint to ensure all documents are organized and easy to access.

Skills, Abilities, Work Demands
Knowledge of collective agreements and employment legislation

Demonstrated knowledge of general accounting principles, payroll, and benefits administration, along with related legislation

Strong organizational skills with the ability to prioritize work in a demanding environment

Strong verbal and written communication skills

Strong customer service skills, including the ability to establish good working relationships with a variety of internal and external stakeholders

Ability to work effectively, independently and as a team member

Ability to conduct research, analyze data and use critical thinking skills to identify possible solutions to specific issues and/or to support continuous improvement in Payroll processes, policies and service delivery

Demonstrated computer skills using applications such as Microsoft Teams and Office Suite (Excel, Outlook, SharePoint, Word) and HRMS

Demonstrated accuracy and attention to detail

A valid Class “G” Ontario Driver’s Licence would be considered an asset

Required to obtain and maintain a satisfactory criminal record check

Requirements

Qualifications, Competencies
Three (3) Year diploma in Business Accounting, Business Human Resources, or related field

Two (2) years recent and relevant computerized payroll processes

Recent and relevant experience working directly with a Human Resources Management System (HRMS)

Payroll Compliance Professional (PCP) certificate with the National Payroll Institute would be considered an asset

Salary & Benefits

$70,203.77 to $87,712.53 per year plus OMERS pension, benefits, competitive vacation, etc.
