Description
This role is responsible for strategic asset management and capital planning of City of Peterborough’s owned facilities / buildings and site infrastructure and Energy Management to meet operational efficiencies and corporate objectives. Develops process maps and identifies opportunities to improve operating efficiencies, maintenance cost effectiveness, adopt best practices and improve building systems & equipment functional use across the building portfolio of City facilities. Ensures best practice, accountability, consistency, and transparency for the building systems lifecycle renewal & replacement management. Works in collaboration with Managers and Directors throughout the Corporation to facilitate the development of capital asset management strategy, space planning, and sustainability practices, and lead change initiatives to support an integrated approach to facilities/buildings and site infrastructure investment decision-making.

Develop and manage applicable budgets for City facilities, City-owned rental properties including, operational budgets, Preventative Maintenance budgets, 20-year capital budgets and maintain a Building Condition Audit (BCA) database.

Provide oversight to the Division’s use of the Computerized Maintenance Management System (CMMS).

Requirements

This position requires a 3-year college Diploma and Certified Engineering Technologist (CET), registered with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) and is a Certified Maintenance Management Professional (MMP), registered with the Plant Engineering and Maintenance Association of Canada. Post-secondary degree in Engineering. Professional designation i.e.  Professional Engineer (P. Eng.) would be considered an asset. A minimum of 10 years post designation, progressively responsible professional experience in the planning, design, construction, renovation, and maintenance of buildings. An equivalent combination of education and experience will be considered. Proven experience and ability to lead, coach, motivate and manage staff. Requires experience in preparing maintenance forecasts, providing technical customer service, and developing policies and standards is a definite asset. Requires demonstrated experience in successfully leading projects and teams through the design and construction of capital projects; practical experience in construction methods, including foundations, roofing, plumbing, electrical, fire safety measures, masonry, energy conservation measures, HVAC systems, pneumatics and electrical control devices, materials, and processes.

Advanced knowledge of engineering principles and standards, provincial construction standards, health and safety requirements, and related legislation (e.g., Ontario Building Code, Ontario Fire Code, Occupational Health and Safety Act, Construction Lien Act, Electrical Codes, O.Reg. 278/05 and Bill C-45, etc.). Requires proven project management, planning, organizational, and financial/budget management skills to plan and manage major infrastructure projects; extensive experience in contract tendering and administration; excellent leadership, communication, negotiation, and problem-solving skills to successfully direct and guide the work of others including, assigned staff, consultants and contractors; ability to manage competing priorities and coordinate multiple tasks at one time, including routine and emergency maintenance work; ability to work with minimal supervision; strong report writing and presentation skills; and demonstrated proficiency with a variety of engineering related software applications. Knowledge of all relevant codes and regulations that govern facility operations and CMMS is required. 

Must possess strong interpersonal, problem solving, and team building skills with an ability to negotiate with key stakeholders, vendors and consultants to ensure optimal resources are in place to meet project and operational deliverables. Solid organizational skills; Detail oriented, well organized and able to prioritize complex tasks with critical deadlines. Solid Analytical skills for complex problem solving.

Computer proficiency in Microsoft office/software. 

Requires a valid driver’s license to fulfil the requirements of the position and the ability to work extended hours to attend evening meetings as required.

Salary & Benefits

$133,000.00-$145,378.00
