Description
The Budget Coordinator provides leadership across the organization relative to budget development and is responsible for coordinating the collaborative development of Strathcona County’s rolling multi-year operating and capital budgets. The incumbent is responsible for the delivery of comprehensive financial analytics that support strategic alignment and predictive decision making. In addition to the preparation of four-year operating and five-year capital projections, the incumbent is relied upon to evaluate complex financial information and to make substantiated recommendations to the Financial Planning branch and management regarding corporate budget and long-term planning processes and to help inform recommendations to Executive Team and Council. 

Responsibilities:

  • Coordinate the development and consolidation of departmental multi-year operating and capital budget submissions
  • Coordinate the development and approval of budget amendments
  • Management of the corporate budget application, including the monitoring and verification of data base integrity
  • Preparation of funding projections for four-year operating and five-year capital budget
  • Analysis and compilation of departmental budget submissions for review by Executive Team and Council
  • Lead the annual update and review of the Fees, Rates and Charges schedule and accompanying Bylaw
  • Collaborate with the Financial Planning team to ensure branch objectives are achieved
  • Prepare Council and Executive Team reports to summarize the amendment and provide details required for key decision makers, ensuring transparency and substantiation
  • Collaborate with Financial Reporting and Treasury and Risk Management branches to ensure budgeted reserve funding is in alignment with corporate policy and optimum balances are maintained
  • Engage in cross-training with the Senior Budget Analyst for backfilling, business continuity, and branch succession planning
Requirements

Qualifications and Skills:

  • Completion of a related university degree with a minimum of three years directly related budget experience, OR a related diploma with a minimum of five years directly related budget experience, preferably in a municipal environment
  • Chartered Professional Accounting (CPA) designation completed or in progress is an asset
  • A strong understanding of Public Sector Accounting Standards
  • Knowledge of relevant legislation, public sector accounting standards, municipal policies and procedures
  • Strong interpersonal and relationship management skills, including ability to interact effectively with various teams and cross-department work groups
  • Excellent communication skills and ability to prepare accurate, clear and concise advice and supporting analysis in written and oral presentations
  • Ability to work independently and demonstrate initiative and resourcefulness
  • Effective organizational and time management skills to prioritize and complete work within timelines while ensuring strong attention to detail and accuracy
  • Proficiency with Microsoft Office Suite, including intermediate to advance level of Excel
  • Strong understanding of software and financial information/integrated ERP systems
Salary & Benefits

Salary Range: $84,048 to $105,032
